Health and Safety Executive

Dear Mr Whitehouse,

Further to your recent request for information on the above topic, please
find below links to websites that are relevant to your request.

The first covers information on asbestos in schools, this was published on
21st September;

[1]http://www.hse.gov.uk/services/education...

The link below covers a summary of the last major intervention on asbestos
in schools, completed in 2007/08;

[2]http://www.hse.gov.uk/services/education...

With regard to your request for information covering "documentation
related to schools asbestos management, asbestos reporting, surveys
regarding asbestos and any audit materials that have been
created/submitted or collected in the last three years"

As I'm sure you are aware, your request covers a great many schools, so
potentially HSE might have to search through a vast amount of information
to find the relevant material, which will be located in various HSE
offices. I have contacted the relevant offices and requested a search for
this information, however, until I receive replies from them, I will have
no feel for the amount of work involved. If there is a large amout of
information to be considered, it may be deemed ' manifestly unreasonable'
under the Environmental Informatiuon Regulations to comply with your
request, because of the resource required to answer it. I will of course
report once I have the additional information.

Yours Faithfully

Ken Dickey

Health and Safety Executive

Dear Mr Whitehouse,

Reference: My recent e-mail (11.10.10) dealing with your request for
information on Asbestos in Schools.

Decision: It is not possible to answer your request as it stands, because
the resource required to answer it is excessive. Please consider whether
you can refine the request, otherwise it will be refused on the grounds
that it is manifestly unreasonable under the Environmental Information
Regulations 2004.

Background: The information requested is spread across a number of HSE
offices, referring as it does to potentially hundreds of schools in seven
Local Authorities. I have spoken with those staff whose responsibility it
will be to collate this information and it will take on average 1 - 2 days
staff time for each office, because they will have to search electronic
and hard copy information to find what, if any, relevant information is
actually held. Once identified, the information then needs to be
considered for any exceptions that might apply to each document. If any
exceptions apply, this will require us to redact information e.g. personal
information, information relating to ongoing investigations/prosecutions
etc.

Please feel free to further refine your request which I would be happy to
receive and consider.

Dear Health and Safety Executive,

Thank you for parts one and three. There appears to be a missing Part Two and there's also missing information from Birmingham Council & Camden Council.

Could you let me know where part two is and an estimated time of delivery for the information from Birmingham Council & Camden Council.
