Asbestos Clearance/Surveys information Daedalus site, Lee on Solent Hampshire

Waiting for an internal review by Health and Safety Executive of their handling of this request.

Dear Health & Safety Executive
(Please note this is a similar but separate, submitted later FOI request to my previous request submitted to Health and Safety Executive, its ref. no. Env. Inf. Request no. 201707413 received by it on 22 July 2017. It does however, concern the same enormous redundant site at Daedalus.)
My new request is please supply Asbestos Removal / Work Notification Reports# consultation paperwork; or any associated information regarding the above: for example any of the following:-
1. Asbestos survey(s) for demolition purposes
2. Licensed asbestos contractor clearance certificates (including air tests)
3. Related plan of work and waste disposal records (waste transfer notes, etc.)

Further asbestos removal work is currently underway at the above site and information regarding this is particularly keenly sought.

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Health and Safety Executive's handling of my FOI request 'Asbestos Clearance/Surveys information Daedalus site, Lee on Solent Hampshire'.
I totally reject HSE's given justification statement for refusing my request as 'identical and repeat request to what we have already previously answered'. That is impossible. My previous request was received by HSE on 11 July 2017 and referred to events prior to that date. This new request was made on 15 November 2017 whilst - and as this FOI explains - further asbestos removal work was underway at the same Daedalus site at the time of writing this new FOI as well as to work which took place after 11 July 2017.
Further, I made reference to my previous FOI your ref. 201707413 , purely because of the difficulty HSE had when responding to that other FOI in providing me with the very useful information it eventually did: information which was only provided to me when I gave great detail of the enormity of asbestos works being undertaken at the same massive ex Ministry of Defence site. (I also made other search suggestions.) I also touched upon, briefly describing the high health risk I and very many others feared ourselves to be in; fears now rekindled because a further phase of demolition is starting final January 2018 week. These extensive works are literally the other side of our fences.
I still have not received any Asbestos Removal Certificates from any source regarding the significant and varied asbestos types - white, brown and blue - removed at Daedalus. I note your previous communication states that HSE does not ask for them. The Borough Environmental Health Manager referred me to HSE for supply of such Certificates. Thus, if the contractor is the only source of the paperwork I requested, how is HSE to properly enforce something it knows nothing or has incomplete knowledge of ? The nine Notification of Asbestos Removal Works HSE eventually kindly supplied me with note the contractor recognized HSE as the Enforcing body.
To repeat, I reject the very fast HSE decision to refuse my FOI in the manner it has and for the above reasons plus believing HSE's decision does not conform to the required demands of forming such a decision, nor indeed the expectancy of openness and transparency, I as for an Internal Review.
