Arundel Bypass - Mapping of transit time from Fishbourne roundabout, Chichester to Shoreham

We're waiting for David Macpherson to read a recent response and update the status.

Dear Highways England Company Limited,
At the Public Presentation at Slindon on 19.09.2019, I asked what difference any Arundel bypass would make to the total journey time from west of Chichester to east of Shoreham Airport. "Richard" told me that this had all been done and was available within the "Combined Modelling and Appraisal Report". My specific request is in relation to the point above as I cannot find this anywhere.
As the greatest holdups for west-east and east-west traffic are the Chichester Bypass and around Worthing/Lyons Farm etc, it is unlikely that an Arundel bypass will make any difference to the total journey time above.
I would be grateful if you could provide the information requested within 7 days as this will help to inform my choice.

Dear Highways England Company Limited,
On 02.10.2019 I filed a Freedom of Information request to you in relation to the Highways England (HE) proposals for a new Arundel Bypass. I asked for information as regards the mapping that HE said had been done to show improved travel times between the Fishbourne Roundabout to the west of Chichester to beyond the Shoreham traffic lights to the east of Worthing.
You have not responded within the statutory time that you are required to, by law.
I believe that if traffic goes past Arundel quicker, it will just then be held up by larger queues through Chichester to the west and Worthing to the east, thereby negating any conceived benefit of an expensive Arundel Bypass.
I would be grateful if you could expedite your response.

i have now had 2 replies, one from Jonathan Drysdale, the other from Jason Hones. I've started an e-mail reply to them and in fact had already sent one to Jonathan Drysdale who had replied first.

Dear Mr. Hones or Mr. Drysdale,
You kindly sent me a response to my FOI request about travel times between the Fishbourne roundabout, west of Chichester, to beyond the Shoreham traffic lights, east of Lancing.

Unfortunately, the ComMA document is very detailed but does not address the question I have now asked, I think, 3 times.
It gives details of time taken to travel to the Portfield roundabout, which is east of Chichester. This is very different, because the probability is that additional traffic will be deposited on the east side of Chichester more quickly but will then just join the queues already trying to go round the Chichester Bypass and thereby any time gained would then be lost in the crawl around Chichester – hence my question.

Secondly, the document does not say whether the recorded time to the Portfield roundabout includes delays at the planned two Fontwell roundabouts on the A27, where the round runs together with the A29. If the Arundel Bypass is supposed to speed traffic past Arundel, it will presumably then be held up at the 2 sets of traffic lights. In addition, even now, traffic is further held up at the Tangmere roundabout, even before you get to Portfield.

I understand that the timings shown also include the assumption that traffic will be speeded up through Worthing, although there is no plan for anything but an on-line improvement there.

The information I have requested is NOT in the ComMA document.
