Article(s) of law which allows the Govt to order the protective measurements against Covid19

The request was refused by Scottish Government.

Bartholomeus Lakeman

Dear Scottish Government; dear Madams/Sirs,

Please will you provide the information which Public Health Scotland (PHS) left to be answered. Whereas they, through their replies to my Freedom of Information (FOI) reference #2020-000135, stated that, or confessed to:
1. ‘We have no scientific proof or conclusive evidence of that wearing a mask reduces the spread of the covic19 virus’. This PHS confession is aligned with the following facts:
a) Dr. Carl Heneghan, University of Oxford, director of the Centre for Evidence-Based Medicine and editor in chief of British Medical Journal Evidence-Based Medicine: ‘It would appear that despite two decades of pandemic preparedness, there is considerable uncertainty as to the value of wearing masks’ (https://www.cebm.net/covid-19/masking-la...
b) The WHO ‘The widespread use of masks by healthy people in the community setting is not yet supported by high quality or direct scientific evidence and there are potential benefits and harms to consider’ (http://bitly.ws/afUm);
c) The CDC ‘Our systematic review found no significant effect of face masks on transmission of laboratory-confirmed influenza.’ (https://wwwnc.cdc.gov/eid/article/26/5/1...
d) Cases exploded even with mandates: Los Angeles County, Miami-Dade County, Hawaii, Alabama, the Philippines, Japan, the United Kingdom, Spain, France, Israel. For detailed explanation of why masks might not prevent spread see https://t.co/1hRFHsxe59.
Therefor can you, the Govt provide the information which justifies under the Fraud Act 2006; the promotion or mandate to wear a mask?

2. ‘The Scottish Government is a suitable contact point to provide the section or article of the law which allows a competent authority to order the wearing of a Mask as the necessary protective measures to prevent the spread of Covid19‘. Therefor can you provide said article of law?

3. ‘A positive RT PCR tests does not mean a SARS-CoV-2 infection: as this can be due to an infection by, or an immunisation or an antibody to SARS-CoV-1 or the 5 other corona viruses, or due to an RNA particle from an instable Chromosome 8 or from exosomes to toxics or to stress.’ Therefor can you, the Govt to provide the information which (by law) justifies you imposing Coivd-19 testing by said PCR test?

4. ‘What the Govt- calls a Covid-19 case is not the same (according to scientific principle) as a medical case of having symptoms and illness due to SARS-CoV-2 and being contagious.’ ‘The Scottish Government Health and Social Care directorate is a suitable contact point to provide a particular section and article of the law (‘Infection Protection Act’) which set certain quality (scientific) standards for the protective measures in the said matter.’ Therefor can you, the Govt to provide the information which (by law) justifies the measurements to reduce covid-19?

5. ‘The total all cause death for Jan. - Aug. 2020 is about the same as that of 2019, and of the total registered covid19 death; only 7 – 6% can be attributed to SARS-Cov-2.’ Therefor can you, the Govt to provide the information which (by law) justifies the statement ‘covid19 is a serious threat that necessitates the Lockdown restrictions’?

6. ‘The increment of case numbers and covid-19 mortality are caused by the stress from the Lockdown measurements, e.g. social distancing, mask wearing, loss of earning, and social alienation.’ Therefor can you provide the information which, under Art 1, 2, 5, 8, 9, 11 and 14 of the Human Rights Act 1998, justifies the Lockdown restrictions?

7. ‘The Scottish Government is a suitable contact point to answer whether the impositions of said case numbers increment (by testing and contact trace & track App), a face mask, Lockdown, and fear are imposed to create a collective obedience.’ Whereas many psychologists consider the threat of inducing debility to be more effective than debility itself: as to comply with the ‘coercive or controlling behaviour offence’. Therefore, will you provide the information showing that your Lockdown restrictions steps are not aligned with these in ‘Biderman’s chart of coercion’:
a) Isolation (quarantine, distancing, Isolation from loved ones, solitary confinement, Travel restriction),
b) Monopolization of perception (24-7 news cycle, censorship on dissenting voices, soft puppet armies on internet, Eliminates information not in agreement with abusers’ messages
c) Punishes actions that show independence or resistance, and Enforcing Trivial Demands: Develops habit of compliance; Punishes for non-compliance with the ‘rules’: Rules are rigid and unrealistic but frequently change and often contradict:
d) Occasional Indulgences: Provides positive motivation for conforming. Exchanged with Barren environments (closed bars, restaurants, gyms),
e) Degradation (those who choose personal freedom are called ‘covidiots’, psychopath, anarchist),
f) Induced Debility, Threats (no child schooling, prolonged quarantine, closing business, forced vaccination),
g) Demonstrating an Omnipotence/Omniscience (world shutdown, authority of science/‘the science is set’).
h) Digital Control: Accessing text, email or online accounts to gather information or monitor a victim: Using GPS tracking/GEO tagging devices to find victim’s location: Installing surveillance software on computer or mobile phone

Yours faithfully,
Bartholomeus Lakeman

Dear Scottish Government,
This request under FOIA 2002 is about under which legislations and/or articles of Law the Govt. imposes measures which have a proven detrimental consequence on the people; whilst the reasons for said measures have no proof. As Covid19 is a disease that has a MODE age of death of 87.5 yrs. (according to information released in an FOI request response from the NRS); whether the Govt. is licenced to coerce people (as by the Biderman chard) to inflict damage to themselves, e.g. inhaling pathological (carcinogenic, microbial) substances through a mask, depriving themselves of social contact and employment, and feeling to be under duress to commit violence or suicide, etc. And as the Govt has planned to coerce -or put people under a duress- to accept a covid19 vaccine:
Under the Declaration of Helsinki and the Nuremberg convention, the Govt. is obliged to provide the sought details of this FOI request. Under said declaration and convention; your refusal to do so implies that you are eschewing to be accountable to the people who are harmed by said measures.

Yours faithfully,
Bartholomeus Lakeman

Dear Scottish Government,
This holiday season will be a lonely one for many people as social distancing due to COVID-19 measures, and it is important to understand how isolation affects our health. A new study shows a sort of signature in the brains of lonely people that make them distinct in fundamental ways, based on variations in the volume of different brain regions as well as based on how those regions communicate with one another across brain networks.
A team of researchers examined the magnetic resonance imaging (MRI) data, genetics and psychological self-assessments of approximately 40,000 middle-aged and older adults who volunteered to have their information included in the UK Biobank: an open-access database available to health scientists around the world. They then compared the MRI data of participants who reported often feeling lonely with those who did not.
The researchers (Danilo Bzdok, at The Neuro and the Quebec Artificial Intelligence Institute) found several differences in the brains of lonely people. These brain manifestations were centered on what is called the default network: a set of brain regions involved in inner thoughts such as reminiscing, future planning, imagining and thinking about others. This finding confirms what previous studies have shown:
Loneliness is increasingly being recognized as a major health problem, and older people who experience loneliness have a higher risk of cognitive decline and dementia (Nathan Spreng, The Neuro (Montreal Neurological Institute-Hospital), McGill University).
*
So, under which Articles of law does the Govt. impose on the public said long-term risks from loneliness due to them having to wear a mask (which enforces), to exercise social distancing, and to isolate themselves due to a positive result from an unreliable PCR test?
If not answered this week; the Govt agrees with an Internal review.

Yours faithfully,
Bartholomeus Lakeman

Dear Scottish Government,

SAGE and WHO are groups of self-elected people having ties to the industry and institution promoting vaccines and surveillance technologies; in the interests of these ties said groups have stated that “the science is set” which excludes any/all contra-evidence, and by repetitive rhetoric they have created the consensus science: Therefore, SAGE and WHO (as a closed group-think) have dishonoured the principles of science.
Science is an objective, self-correcting method for gathering and organizing information about the natural world through repeated observation and experimentation. (Karl Popper) "Science is a history of corrected mistakes: a law of science can never be proved; it can only be used to make a pre-diction that can be tested, with the possibility of being proved wrong. ALL scientific knowledge is impermanent and transitory.
To honour Science; one has to discern between: (a) (true) knowledge; (b) probable knowledge; (c) opinion; (d) theory; (e) the tendency to ignore experiment and rely on pure argument; (f) the denying of data that would cause the consensus scientists to modify or discard their favoured model.

When SAGE and the DHSC decided that in the UK is the covid19 pandemic: they ignored the advised by the Advisory Committee on Dangerous Pathogens (ACDP) "Covid19 should not be classified as a high consequence infectious disease (HCID)" (see FOI-1285419). Which has been reflected by the Data from the Office of National Statistics (ONS).
According to ONS data tables is UK all-cause death number and peaks in 2020 about the same as these of the 5 previous years; and in these years as in 2020; daily, in average 2.5 die per 100,000 people.
According to NHS England data tables for years between 2013 and 2020 are the 2 annual mortality peaks always in week 14 and 52: these peaks being non-variable and sharp: is being non-seasonal. Compare that to the weekly tables for these yrs. of the German deceased population: these show a seasonal pattern as blunt peaks between week 5- 10 and 49 -52. The UK -vs -Germany; their uptake of the flu vaccine = 73% -vs- 49%; and Covid19 mortality per million = 489 (UK) -vs- 93 (Germany).
The recent NHS England & Scotland Data show that since the covid vaccine uptake: the mortality for 75+ raises to that of week 14 in 2020. According to MHRA, the covid vaccine wil not prevent covid19.
Comparing Sweden with Norway: no Lockdown restrictions -vs- strict restrictions: their all-cause deaths and peaks are the same. Other studies show that there is no evidence to support said restrictions.
The only large randomised study on masks (Denmark) shows that even the surgical mask offers No protection, and that covid19 is not transmitted by droplets.

Reasons for the Lockdown restrictions were not based on Covid19 being a HCID, but on previous agreements between the UK Govt and WEF: Matt Hancock had agreed (supported by T. Blair, G. Brown, Prince Charles and William, B. Gates and the WHO) with the plans of Klaus Swaab (WEF) as to crash the economy in order to install the Great Reset and the Fourth Revolution. See FOI 322150 (3 Nov- 2019) “Section 5 2020-2023 Key Treasury objectives for treasury and Home Office consideration 5b(i) and (ii). Damage to the wider economy is only achievable by imposing continuing measures to prevent trading amongst the commerce and service industries as a whole regardless of the size of organization. It is likely that strike action, and more likely, general public disorder will occur, which the government would struggle to crack down on without necessary financial sweeteners including generous benefit packages as proposed in Section 3a and 4 of the memorandum Emergency Financial Infrastructure. Any such disorder will be discouraged by a public health campaign that will bring on board a mixture of health information, analysis and data presented by Government and Independent institutions. All ministers will be complicit in the publication of the health directives using public and private media organizations. The names of considered independent institutions are outlined in Section 11b and 11c of the memorandum. The proposed media organizations are outlined in Section 11e”. The Later involves that Ofcom is to impose on all media outlets to promote the consensus science of SAGE and WHO; and to censure any/all views challenging said consensus.

The English Corona Act has not been attached to the Emergency Act 2000 but to a Health Act 1984 for to prevent scrutiny and open discussion; as to support the Great Reset and the Fourth Revolution. And as Covid19 is not a HCID: The Corona Act is illegitimate. The Scottish Govt, for having inflicted harms and injuries upon the public; it cannot hide themselves behind said Corona Act, SAGE and WHO.

The Scottish Govt is aware of ACDP advice and of “Section 5 2020-2023 Key Treasury objectives for treasury and Home Office consideration”, and of that Ofcom imposing on all official media outlets to censure any/all views challenging the said consensus science of SAGE and WHO. The Scottish Govt themselves have to take the responsibility for having inflicted harms and injuries upon the public.
Which reasons the Govt to review its response to this FOI and that of FOI 202000105127.

Yours faithfully,

Bartholomeus Lakeman

Bartholomeus Lakeman

Dear Scottish Government,
An investigation carried out in 2016 showed the WHO to be subjected to multiple conflicts of interest. This investigation has shown how private interests dominate public health in the WHO. Another investigation (Trust WHO) also revealed these serious anomalies, and so in 2020.
On 11 March 2020 when there was outside China, 83 covid19 cases; the WHO declared the pandemic. On 19 March when there was outside China, on a population of 6,4 billion covid19 44,000 cases (0.00007%), and Advisory Committee of Dangerous Pathogens (ACDP) advised SAGE that Covid19 infection could not be classified as a High Consequence disease (HCID); the Coronavirus Bill 2020 and Lockdown was imposed on advice of the WHO and the Imperial College.

Said Corona Act and Lockdown were advised by Govt- advisers who have links or conflicts of interest with pharmaceutical companies. Public records have revealed the material gains secured by DHSC’ members and advisers’ mutual commitments and contributions to the maximisation of ‘vaccination’ in the UK, which demonstrates that all the elements of section 3 fraud by non-disclosure are in place. The main funder of WHO, Imperial College, SAGE, CEPA, GAVI, Chris Witty and other Gov- advisers; is Bill Gates who has publicly stated that his mission is to reduce the world’s population by vaccines. E.g., the vaccinations via WHO, funded by BMGF in Asia and Africa led to their fertility decline of 60%.

Proof of said ACDP advice are: In Scotland, the covid19 death number without comorbidity is 5% of the registered covid19 death, i.e., 274: which is the same as the average annual flu death in Scotland; ONS found that only 6% of the registered covid19 death had no comorbidity. 85% of the covid19 death concerns those age 65+; whilst those subgroups younger than 65 had a small reduction in mortality. Between week 1 -12 and 22 – 46 (2020) was the mortality ±5.6 per 1,000; similar as in 4 previous yrs. The natural history of the virus [the coronavirus] is not influenced by social measures [lockdown, face masks, closure of restaurants, curfew. E.g., in Sweden, Korea (6 deaths per 1,000) with no Lockdown; their all-cause mortality rate is not higher than those countries in Lockdown; UK 12 deaths per 1000.

Imprisoning its people is a crime against humanity that even the Nazis did not commit (Prof. Jean-François Toussaint, 24 Sept, 2020). When the state knows best and violates human rights, we are on a dangerous course. Had the Govt- not implemented the Corona Act, then ±50,000 people would have access to a health care that would have saved their lives. As in week 14 -18 there were 66,112 (73% of 79,181 all cause) deaths of care home residents of which 30% were registered with covid19 (±32k) of which ±50% had dementia and/or diabetic, and ±25,000 (24.8%) of all covid19 deaths occurred in a hospital. The data-based evidence shows that, on the balance of probabilities, the vast majority of the deaths recorded as COVID deaths since September 2020, were, in reality, fatal adverse events, caused by the denial of adequate care “to save the NHS” from and “flatten the curve” of a ‘virus’ which has never been proven to exist. “Stay home, save lives” destroyed physical & mental health, economy, small and medium business, education and other aspects of life and caused geronticide. In Scotland died 55,092 age 65+ which is 2.5% of total age 65+ population, and 5000 care patients who died isolated from their families, and 200 suicides due to the lockdown. UK’ Corona Act caused between 21,000 and 50,000 deaths, an extra national debt of 70 billion pound, an irreparable economy, and that life will never return to a normality.

Moreover, in the mind of any reasonable person, knowing this information is essential to understanding that the entirety of the justifications given for declaring a Public Health Emergency were and remain founded on a series of profoundly dishonest statements, which have been relied upon by the UK- and the Scottish Govt.
Foregoing’s items have demonstrated that the Corona Act and the Health Protection (Coronavirus) (Restrictions) (Scotland) Regulations 2020 have breached the Fraud Act, Common law fraud and the Criminal Justice and Licensing (Scotland) Act 2010.

The Scottish Govt- has a case to answer: if it does not review this FOI review; then it agrees with that this is done by the FOIA Commission

Yours faithfully,
Bartholomeus Lakeman
