Dear North Northamptonshire Council,
1. Within the Guidance document 'Arranging education for children who can not attend school because of health needs' December 2023
It states 'All local authorities should have a written, publicly accessible statement on their arrangements for complying with the Section 19 duty'
Where is this located? Is it up to date with the current DofE Guidance? And what date what this made public in this location?
2. The Policy should link to related service:
- Special educational needs and disability (SEND) services
-Child and adolescent mental health services (CAMHS)
-Education welfare and attendance improvement services
- Educational Physcologists
- School Nurses
The only Policy statement I have been guided to so far, is outdated (April 2021) and does not contain this information. Please share where within the policy statement this information is also shared

Local authorities should also have processes and policies in place on how they support children and young people under and over compulsory school age access appropriate education. Whom is the named officer responsible for the education of children with health needs?
What procedures, policies or similar do you have, to ensure you comply with what is written in this guidance, if you do not have procedures please share data on what you use to ensure this guidance is followed.
- 'ensure parents know who the officer is'
- ensuring said 'officer works closely with schools, agencies, medical professional, parents or carers'
5. Whom is classed as the 'commissioner ' within North Northamptonshire Council, Page 11, Alternative provision statutory Guidance Jan 2013.

Thank you for your request made under the Freedom of Information Act 2000
(FOIA) of 16 April 2024. I can now confirm that North Northamptonshire
Council does not hold the information requested.
Please find the service response below, with our sincere apologies for the
delay:
Please be advised that North Northamptonshire Council do not yet have a
policy published. The completion of the policy is included within the
council’s action plan; and is draft at present. There are several stages
to be exhausted before it is able to be published; and so we regret that
at this time we are unable to advise of a publication date.
Parts 1 and 2 of your request are therefore not applicable at this time.
Parts 3, 4 and 5 of your request would be determined within the policy; so
prior to its completion we are unable to advise.
Services wish to note that the guidance states that local authorities
‘should’ have a policy; rather than ‘must’ – and as such the authority is
not breaching any guidance with the policy still being in draft stage.
However, the importance of this policy is recognised and so we can assure
that active measures are being taken to ensure its completion is achieved.
You may re-use the information under the terms of an [1]Open Government
Licence.
I trust the above is helpful, however if you are dissatisfied with the way
we have handled your enquiry or you are unhappy with the response
provided, you have the right to request an internal review. You can do
