Arena Leisure Centre Car Parking changes

Dear Surrey Heath Borough Council,

Recently parking changes have been introduced at the Arena Leisure Centre in Camberley. This FOI request is about these changes:

1) Who requested changes to the parking at Arena Leisure Centre - Was it the Centre Management or what is Surrey Heath?

2) Please disclose the necessary emails between Arena Leisure Centre and Surrey Heath with regards to discussing, initiating and setting up this change.

3) Who owns the parking land at the Centre?

4) On setting up the system, Surrey Heath only allowed 3.5 hours of parking and required the centre user to leave and return only after 1 hours for a further 3.5 hours. Who decided that 3.5 hours was an acceptable maximum time at the centre, especially as the centre sells only unlimited memberships?

5) Recently this has been changed to 3.5 hours and re-registration after 3.5 hours. Why was the change made? Please disclose all emails between the Centre and Surrey Heath to initiate this change.

6) Now that the a user of the centre has to remember to re-register every 3.5 hours they are there, does Surrey Heath realise that there are hardly any clocks within the Leisure Centre that are in sync with the parking system time? In fact in many places clocks to not exist within the Centre. How is a user of the centre supposed to know exactly when his 3.5 hours are up and requires re-registration? In many cases a watch cannot be worn due to the nature of exercises undertaken.

7) Does Surrey Heath realise that there are only two machines at reception where registration and re-registration can take place. This would require a user to walk back all the way to reception from which ever class or session he was undertaking to re-register if require. Will Surrey Heath be responsible for any accidental falls that occur when users let’s say of the swimming pool have to come out just to re-register or if the spa or gym users have to rush back to re-register? Who will be responsible for the safety of centre users who have to rush back to re-register their cars after 3.5 hours?

8) Why does Surrey Heath not install more registration machines in all locations around the centre, example in all the changing rooms, the gym, etc.?

9) Finally as the car parking system is collecting sensitive information with regards to when cars come in the centre which can subsequently be correlated with owners of the cars, can you confirm if the parking system has undergone a Privacy Impact Assessment and if so please can this be made available?

Following this new article
http://www.bbc.co.uk/news/technology-234... where the ICO requires a PIA be conducted for systems that collect vehicle registration numbers:

1) Why does the council believe it has no need to conduct a PIA of its parking system which forces users to divulge registeration numbers?

2) why will the council not report this non compliance to the ICO?

3) why will the council not make this non compliance clear to the users of the system?

4) why does the council not adhere to the requirements of the DPA?

5) can the council confirm how many other systems it has which process personal information not have a PIA for it? Please specify each system?

6) in the last two months has Arena Leisure Centre asked anything regarding PIAs to the council and if so please disclose the communications.

7) whose responsibility is it to comply with the DPA if the Arena Leisure centre still wishes to use the parking system - the council or the centre?

8) when the centre evaluated your system and asked about its functionality did the centre ask for any aherance to the DPA from the council? basically did the centre conduct its full due diligence? Of so can the communication be disclosed?

9) as the parking system does not comply with statutory law does the council have a right to penalise citizens?
