I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Areas of concern'.
I believe that the public interest in favour of publication outweighs those factors counting against publication.
ACSSLs are presumably flagging these systemic concerns to inform the work of the Serious Case Panel. ACSSLs and the Serious Case Panel were introduced by DWP following the deaths of Alexander Boamah, Errol Graham, Jodey Whiting, and Philippa Day. These deaths led DWP to make changes to legislation and guidance to address what DWP must have recognised were systemic problems affecting those individuals. There is a public interest in knowing what issues are now being flagged up as systemic problems.
There is also a public interest in knowing whether the introduction of ACSSLs is an effective feedback mechanism for DWP. DWP does not appear to have done any form of evaluation regarding the introduction of ACSSLs, and seems to collect very few stats about their work, and so the means we have for judging whether their introduction is effective is to request the feedback they are providing to DWP.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Areas of concern'.
A fresh response has been provided following the Commissioner's decision.
My request was for “data and insights” and requested that “[i]f a paper, briefing, or other documents has been written with the aim of explaining or summarising the data and insights then please provide this”.
I acknowledge that DWP have provided data.
The DWP response states that this data has helped evidence and provide the perspective of some of DWP’s most vulnerable customers for work taken forward across DWP.
DWP, in it’s interactions with the Commissioner, explained that data alone does not provide insight. ‘Insight’ implies understanding of an issue rather than simply presenting figures. And the Commissioner considered that the request covered information provided to teams such as the Serious Case Panel.
However, it seems unlikely that the data provided is the extent of the information provided by ACSSLs, to teams like the Serious Case Panel, to influence work across DWP.
No insights and no papers, briefings, or other documents have been provided and DWP have not explained the reason that they have not been provided. DWP has provided links to Serious Case Panel minutes and the Department’s Annual Report and Accounts, but the requested information is not available via those links.
