Dear Highways Agency,


There is considerable public concern about litter on motorway verges and the impact your new Asset Support Contracts may have on this state of affairs. I am hoping to meet with Stephen Hammond, the Under-secretary of State for Transport to discuss the issue shortly. Please refer to this letter from Andrew Gwynne MP to the Minister.

You have recently kindly supplied me with cleaning statistics for the M25 including this sample page:

I would like similar information for Area 10 so that I can compare the cleansing activity in the 6 months prior to the transfer of the maintenance contract to Balfout Beatty Mott McDonald, on I believe 4th November 2012, with the subsequent 6 months.

Information Request

Assuming you record cleaning information for Area 10 in the same, or a similar, manner to the M25 Area please let me have the same data for Area 10 covering the 6 months to November 1st 2012 and the subsequent 6 months.

Could you please supply it electronically in the same format as the M25 data.

Could you also please tell me the total length of the motorways in Area 10

The Highways Agency is responsible for operating, maintaining and
improving the Strategic Road Network in England on behalf of the Secretary
of State for Transport.  This consists of the Motorway network and the
Major Trunk roads. A map of the roads for which we are responsible can be

I am writing to confirm that we have now completed our search for the
information, which you requested on 2nd May 2013 .


In keeping with the spirit and effect of the legislation, all information

Our agents prior to 4th November 2012 were AOne+ who were managing under a
Managing Agent Contract.  The first attachment (Litter Summary) gives
details of the litter picked on the network by motorway.  There was
nothing recorded for the final month (October 2012) of their commission.


Since 4th November 2012 Balfour Beatty Mott MacDonald have been our
agents.  In the first two months of BBMM’s commission there was no litter
picking undertaken.  The second attachment (Cyclic Maintenance Master
Record) covers the period from January to May 2013.  I would mention that
the notations in the location column (46/6) refers to marker posts.


Litter picking is addressed differently between the Managing Agent
Contract and the Asset Support Contract (under Asset Maintenance and
Operational Requirements) with Balfour Beatty Mott MacDonald.

Although there are differences between the two types of contract, the
actual grading system for locations of litter has not altered and is in
accordance with the Environmental Protection Act 1990. 

Area 10 has a total length of 308.9 route miles (497.1255 route
