Are Mayoral combined authorities understaffed?

We're waiting for Raj Thandh to read recent responses and update the status.

Dear Liverpool City Region Combined Authority,

I’m writing an academic article about understaffing in Mayoral Combined Authorities in the UK, particularly in business support delivery functions.

With this in mind, please let me know:

1. Total staff in the combined authority

2. Number of policy staff

3. Number of delivery staff

4. Number of finance staff

5. Number of legal staff

6. Number of seconded staff

7. An structure chart so I can understand the make up of the organisation.

8. Total annual spend on capital and revenue projects to benefit the economy.

Yours faithfully,

Raj Thandh

FOI CA, Liverpool City Region Combined Authority

Dear Mr Thandh

RSN19948

Thank you for your recent request made under the Freedom of Information Act. Please find the Liverpool City Region Combined Authority’s response below.

Please note that despite remaining two separate statutory bodies, from an organisational point of view the Combined Authority and Merseytravel share staffing resources. Officers who have employment contracts with Merseytravel will also perform duties for the Combined Authority. The figures below represent the total staff employed by both the Combined Authority and Merseytravel.

Neither the Combined Authority nor Merseytravel has a department specifically called ‘Delivery’, so the response below is based on our best interpretation of the question. The figure therefore includes staff from areas such as Customer Delivery and Network Management.

1. Total staff in the Combined Authority [and Merseytravel]

873

2. Number of policy staff

28

3. Number of delivery staff

624

4. Number of finance staff

21

5. Number of legal staff

15

6. Number of seconded staff

25

7. An structure chart so I can understand the make up of the organisation.

Please see attached

8. Total annual spend on capital and revenue projects to benefit the economy.

This information is contained within the Combined Authority’s published Statement of Accounts, which can be found on our website at this link. Please see the ‘Financial Performance’ section starting on p.5.

Please note that a number of employees do not fit within the service areas defined above, so the figures provided do not add up to the total provided for Q1.

I trust that this information is of interest to you.
