Dear Department for Work and Pensions,

Third party reps have long debated whether, with their client's permission, or indeed when they are appointee, they could log into clients' Universal Credit accounts. Fears of allegations of bad practice; people making un authorised changes for instance, colour that debate.

As someone with a passing knowledge of IT I would be surprised if they weren't, however it is worth asking: directly:
