Freedom of Information Request F20-211

 

Thank you for your request for information as copied below. You have asked
three questions about House of Commons staff who work in venues currently
closed due to the Covid-19 outbreak.

 

It may help you to know that staff who work in our Catering Services team
include supervisors, managers and administration staff as well as chefs
and service staff. Owing to the irregular hours and unpredictability of
parliamentary business – and our ongoing need to control and reduce costs
– our staff are accustomed to working flexibly and in other venues when
required.

 

 1. What are the staff doing that work in the venues that have been closed
due to Coronavirus?

 

This information is held by the House of Commons.

 

The staff working in the catering venues that are closed are currently
either:

o Working on-site at the venues which remain open;
o Working from home, if their work allows it;
o Taking annual leave, in the same way that any staff member would be
entitled to normally;
o Off sick with Covid-19 or for another reason, or self-isolating in
line with guidance on Covid-19; or
o On special paid leave.

 

 2. If they are not working and not placed on furlough are they on full
pay?

 

This information is held by the House of Commons. All House of Commons
staff are being paid as normal.

 

 3. Who made the decision not to furlough these staff?

 

This information is not held by the House of Commons.

 

It may help you to know that the HMRC guidance on the Coronavirus Job
Retention Scheme – the scheme which allows staff to be furloughed – states
that public sector organisations are not expected to use the scheme. This
is because funding for staff costs is continuing and staff can therefore
be paid in the usual fashion, without the need to furlough them. On this
basis, the option of furloughing staff was never presented to the House of
Commons and therefore the corresponding decision was never made.

 

 

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
