Approved plans, full costs and budget accountability for Ash Ranges external (public use ) perimeter path

Dear Defence Infrastructure Organisation,

Please can you provide full information on the path being created and/or upgraded around the external perimeter of the Ash Ranges around the east perimeter north of the main gates and that comes close to the Basingstoke Canal running from the Swan pub up to the access road from Ash Vale Station.

Please include:

1) Full approved plans or works.
2) Full breakdown of costs incurred and quotes for materials, machinery and work staff.
3) The date the plans were signed off, by whom of authority and who was present
4) Full scale, plan and timetable of works. Including with the plan should be all relevant information including but not limited to a communications plan, and signage.
5) Full information on the tender process to procure 3rd party contractors for the work, if the work is not being done by direct DIO staff.
6) Who has ongoing responsibility for the upkeep and repair of the paths and how they can be contacted if an issue should occur.
7) Insurer, policy number and amount of cover for public liability insurance for the path.

Please note that redacting and/or with holding names and ranks of senior DIO staff involved in the use of state funds (acquired through taxes) is not acceptable or conducive to an organisation using state funds in an accountable and transparent manner. Any attempt to with hold information will be deemed failure to demonstrate how state money has been used.

Dear Defence Infrastructure Organisation,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Defence Infrastructure Organisation's handling of my FOI request 'Approved plans, full costs and budget accountability for Ash Ranges external (public use ) perimeter path'.

This was raised on 15th March 2021 with a response due by 15/04/2021. At this point i was told it would take another 20 days and I would get a response by 14/05/2021.
On the 14th May I received a message saying that a further 20 days was required. This would mean that the response will have actually taken 60 (40 days over what it should take).
I am not sure as to why this is taking so long. I could hazard a guess that whoever concerned is intentionally trying to stall this response. Either way this now falls as long overdue.

Thank you for your email below requesting an internal review into the
handling of your recent FOI request. We regret that we are unable to
conduct a formal internal review, until a substantive response to your
request for information has been provided to you.

 

We can, however, advise that, while section 10(1) of the Freedom of
Information Act states that requests for information should be responded
to by public authorities within 20 working days of receipt, the Act also
recognises that this is not possible in all cases. The provision at
section 17(2) of the Act permits public authorities to extend the time for
processing where this is required for the proper consideration of a public
interest test. The processing of your request appears to have been
formally extended in accordance with this provision.

 

We note that you have been provided with an estimate of the date by which
the consideration of the public interest will be completed, and we have
been

advised that DIO are currently on track to meet the 14 June 2021 deadline.

 

It is of course open to you to contact the Information Commissioner at any
stage of a request to make a complaint, which can be done so using the

Finally, we can advise that the team processing your request, and the
subject matter experts required to provide their input into the public
interest test, are operating under restrictions implemented to create a
COVID-secure environment, balancing work on other Parliamentary and FOI
matters against their formal day to day tasking. There is no evidence to
suggest that your request is being deliberately or intentionally delayed.
