I had exactly the same problem with a request to Lambeth Borough Council. Could it be another delaying/avoidance tactic?

I would suggest keep at it and let them know it will not go away, until a full response is given.

The Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015 set out a revised process which councils must follow in taking disciplinary action against a Chief Executive, a Monitoring Officer, or a Chief Finance (151) Officer.
