I would like to request the following information both as attachments and as links where they are publicly available:

1) The latest Appraisal Summary Tables (ASTs) for the following smart motorway schemes in RIS2:

N21 M62 Junctions 20 - 25
N27 M6 Junctions 21A-26
N36 M56 Junctions 6 - 8
C25 M40 / M42 interchange
E20 A1(M) Junctions 6 - 8
S6 M25 10 – 16 S26 M3 9 – 14

2) Any more detailed further information breaking down emissions by vehicle type

The above ASTs will contain an assessment on Greenhouse Gases (GHG) and NOx emissions. Where this has been modelled, please provide any available separately held information breaking down GHG and NOx emissions into those from HGVs versus other vehicles

As the ASTs include information within the scope of the Environmental Information Regulations, I wish the request to be treated as made pursuant to those regulations.

Firstly, my sincere apologies for the delay in providing this information to you.

We have now completed our search for the information you requested on 13 April 2020. The Appraisal Summary Tables (AST) for the following road schemes are provided as attachments:

1. M62 Junctions 20 - 25
2. M56 Junctions 6 – 8
3. M40 / M42 interchange
4. A1(M) Junctions 6 – 8
5. M25 Junctions 10-16
6. M3 Junctions 9 – 14

The M6 Junctions 21A-26 scheme has not yet conducted an appraisal so we do not hold the information requested, therefore it falls under Regulation 12(4)(a) of the Regulations. It should be noted that none of these six road schemes have received final funding approval from Ministers.

Highways England has reviewed its records and does not hold the specific contributions made by HGVs and other vehicles for the schemes listed in your request, therefore your request falls under Regulation 12(4)(a) of the Regulations. However, Highways England’s air quality specialists have looked into this and can advise that, on average, HGVs contribute around 35% of total carbon dioxide emissions and around 9% of total NOx emissions.

We support the Government’s commitment to meeting carbon targets and we ensure that where possible we protect and maximise the contribution to the environment as part of our decision-making. The appraisal summary tables show our planned smart motorway upgrades do not have significant air quality impacts.
