Appointment of Dido Harding to Lead Track, Trace, and Test Initiative

I was surprised and concerned to learn that Dido Harding has been appointed to lead the Track, Trace, and Test intiative by DHSC.

While CEO at TalkTalk, her company was responsible for a huge data breach resulting in large fines. She claimed ignorance of the methods and security measures used to protect her customer data. She has no technical or healthcare qualifications.

Please could you disclose to me;-

1. When and where was the vacancy for someone to lead the DHSC Track, Trace, and Test initiative advertised?
2. A copy of the advertisement if not still available online
2. How many applicants were considered?
3. Who made the decision to appoint Dido Harding

It's worth noting that this department has already answered other requests from this user without asking for such clarification. This comes across as being nothing more than a delaying tactic.
