Can you please answer the following questions;

1. Does the Localism Act 2011 apply to Council Officers/employees?

2. Under the Localism Act 2011, Chapter 7, Section 28 (Code of conduct)
who is the Council's appointed independent person(s) whose views are to be
sought, and taken into account in relation to allegations?

3. Is Michael Jones (Deputy Head of Democratic Services & Information
Manager) an appointed independent person?

4. If the answer is yes to question 3, then has Mr Jones held any previous
position at the Council in the last 5 years, and can you list them if any?
