Applying for EEA Documentation without using Home Office forms

Dear Home Office,

I am enquiring as to what guidance has been issued to Home Office staff regarding processing applications for EEA Residence documentation where the applicant does not wish to complete your forms.

I have seen multiple responses on the internet stating that if the applicant does not wish to submit any of the form, they should send a cheque for payment with their letter of application .

I am interested to see a copy of any guidance that the Home Office have, including policy guidance, desk aids or instructional memo's which deal with how to process an application that is made via letter, without including a form.

FYI: My wife applied using a letter of application. She supplied their payment mandate form so as to pay by card (this was using the June '14 version of the form EEA2 Section A?).

This means they certainly process them with just a letter.

The letter only has to be simple too:
"name / address

Date

Application for residence documentation under Article 10 of Directive 2004/38/ec

Please accept this as an application for a residence card in accordance with Article 10 of Directive 2004/38/EC. Included with this application is the following:
PAYMENT
* a cheque for £xx
PROOF OF WORK
* xxx
* xxx
PROOF OF FAMILY RELATIONSHIP
* xxx
* xxx
PROOF OF ID:
*EU:
* Passport - number - nationality
*NON EU:
* Passport - number - nationality

Also, I agree with Robert, this is an extremely good FOI request considering the last two released forms removed the notice which lets the applicant know that use of the form is entirely optional in any event. (It was on the June 14 version, but removed from the last two versions?)
