Dear Independent Police Complaints Commission,

This is a request for details relating to all applications made to IPCC by all police forces in England and Wales for permission to disapply a complaint and or discontinue an investigation.

I would like all recorded information your hold for the past 3 years. Please supply me with a detailed breakdown of the requested information to include, show each application made by each police force in England and Wales. This should include;

1. The name of the force.
2. Details of each and every application, i.e application for permission to disapply or discontinue (or both).
3. Details of those which the IPCC have granted or refused (including any partial permission decisions).
4. Details of all applications which are still under consideration by IPCC and decisions have not yet been made relating to each of the forces in England and Wales.

Dear Nimco Musa,

I would be obliged if you would pass on this request to a more independent person (they are few and far between within IPCC) tobe dealt with.

I asked David Knight to confirm if he would no longer be dealing with any of my cases after he wrote to tell me he had moved to another department. Mr Knight informed me that he would not (which was music to my ears. I'm sure you know why).

I received an auto reply to an email that I sent him within the last few days. It read;
"Thank you for your email. I am now out of the office until Tuesday 29 March. If your communication is urgent please contact Claudia Rego 0207 16***** Claudia********@ipcc.gsi.gov.uk<mailto:Claudia********@ipcc.gsi.gov.uk> or Nimco Musa, 0207 ********* – nimco**********@ipcc.gsi.gov.uk<mailto:nimco**********@ipcc.gsi.gov.uk> .

I have removed some details from the above email addresses and phone numbers.

We allocate requests for information to the relevant internal Information Asset Owner, based on the information that has been requested, as they have primary responsibility for the requested information.

In relation to your request the decision making has primarily been allocated to Thea Walton, the Head of Knowledge and Oversight. This sits within our Strategy and Impact Directorate. David Knight is the Director of this department but will not be involved in this decision.

This request is due to be answered within the next 48 hours and I look forward to the IPCC's reply.

You have said: "This sits within our Strategy and Impact Directorate. David Knight is the Director of this department but will not be involved in this decision." Can you please let me know if David Knight is in charge of the department and the staff who deal with applications made by police forces to IPCC to disapply complaints or discontinue investigations?

If so, will the IPCC confirm to me in writing that every application made to IPCC by the police to disapply or discontinue in my cases (ALL of them) will be dealt with by independent persons who are external to the IPCC. I have no trust in David Knight (or any person working under his direction and control) when dealing with me, my cases.
