Vanna Leathart, Oxford Brookes University

Dear Ms Tieghi,
On 29 January 2018 you sent us a Freedom of Information request relating
to application and undergraduate statistics.  Before we start to gather
your information, I need to ask for clarification. this is to ensure that
the information we provide is accurate and pertinent to your request.
You asked, in each of the three questions for the data to be broken down
by course of studies and by subject.  Could you explain how you
differentiate these two areas?  For example if a student is studying
History, that is clearly the subject, but their course is also History.
Once we have received your clarification I will inform you of the revised
response date if it has changed, and we will proceed with your request.
Kind Regards
Vanna Leathart

Dear Vanna Leathart,

thank you for your reply. If that works better on your side it would be enough for me if you could provide subjects only.

Yours sincerely,

Alexandra Tieghi

Dear Ms Tieghi

Freedom of Information Act Request - our reference 2018-020.

Further to your email of 29 January 2018 asking for information from
Oxford Brookes University about applications and admissions statistics by
country, I am able to provide the following information in response to
your request.

You asked for:

1) Breakdown of enrolled first-year undergraduate students, sorted by
primary nationality, for the years 2005 to 2017 included, in total
number and in percentage over first-year student body, by:
a. Course of studies
b. Subject
c. Subject area (School or Department)
d. Total number in the University

2) Breakdown of applicants to undergraduate degrees, sorted by primary
nationality, for the years 2005 to 2017 included, in total number and in
percentage over total number of applicants, by:
a. Course of studies
b. Subject
c. Subject area (School or Department)
d. Total number in the University

3) Data on the means of payment of tuition fees of first-year
undergraduate students from the EU, including UK, sorted by nationality
- in particular, I request information on the amount of students relying
on student loans or studentships as compared to those who fully support
themselves on personal means. I request this data broken down by:
a. Course of studies
b. Subject
c. Subject area (School or Department)
d. Total number in the University

Should the information not be held by nationality, I would kindly
request the same data, broken down by fee status (UK, EU non-UK,
International).

Our Response:

From our preliminary assessment, we estimate that searching for the
information you have requested will exceed the appropriate time and
costs limit under section 12 of the Freedom of Information Act 2000.
This is currently £450 (equivalent to 18 hours staff effort).  In order
to break the information you have requested down by nationality, course,
subject area and fee type means cross referencing the admissions,
student and financial databases, which are not designed for this type of
report, so the cross referencing would need to be done manually.  This
would, we believe, considerably exceed the appropriate limit set out in
the Act.

If this information does not address your requirements under the Freedom
of Information Act or you wish to complain about any aspect of the
handling of this request, then you should contact the undersigned in the
first instance. Should you remain dissatisfied, then you may apply for an
internal review by contacting the Director of Marketing and Communications
at Oxford Brookes University, Headington Campus, Gipsy Lane, Oxford OX3
OBP (email: [1][email address] ).  Your request for internal
review should be submitted to us within 40 working days of receipt by you
of this response.

During the independent review the handling of your information request
will be reassessed by staff who were not involved in providing you with
this response. If you remain dissatisfied with the handling of your
request or complaint, you have a right to appeal to the Information
Commissioner at The Information Commissioner's Office, Wycliffe House,
Water Lane, Wilmslow, Cheshire SK9 5AF. Further contact information and
details of the role and powers of the Information Commissioner can be
found on the Commissioner's website: [2]http://www.ico.org.uk/

Please note that the Information Commissioner is unlikely to investigate
your case until the University’s internal review process has been
completed.

Yours sincerely
