Please see below the Council’s response to your request for information.

 

You have asked;

 

1.     What Software Systems are currently used by the Council for
Planning, Building control and Public Protection/Licensing/Environmental
Health and Local Land Charges?

·         Planning – Uniform

·         Building Control – Uniform

·         Public Protection EH – Uniform/Civica APP (Flare)

·         Public Protection TS – Civica APP (Flare)

·         Public Protection Licensing – Uniform/Civica APP (Flare)

·         Local Land Charges – Uniform

2. When does each contract expire?

Uniform was a capital purchase with an Annual – rolling licence contract.

 

Public Protection Partnership operate within multiple contracts, hosted by
different councils. The only direct contract is with Civica APP and that
is on a rolling contract.

3. Do you have any planned upgrades of the software? If so, when?

Uniform - No

Public Protection Partnerships is reviewing all case management systems at
present, which has included all suppliers and potential new ones.

4. How much does each system cost annually?

·         Planning – Uniform is the case management system = £33.9k

·         Building Control – Uniform is the current case management system
= £6.9k

·         Public Protection EH – Uniform = £20.1k

·         Public Protection TS – combined with EH and Licensing cost for
Uniform. Spend on Flare circa £25k.

·         Public Protection Licensing – as above

·         Local Land Charges – Uniform = £10.8k

5. Are you planning to go to market for a different Software System? If
so, when?

·         Building Control – Move underway. Due to go live in 2019

·         Public Protection currently investigating potential for new
system. Implementation in 2019/20 subject to procurement rules.

6. How many users / licenses for each system do you have?

·         Planning – Uniform = 62

·         Building Control – Uniform = 13

·         Public Protection EH – Uniform = 50

·         Public Protection TS – Uniform – part of 50 above quoted for EH.
Flare = 20.

·         Public Protection Licensing – part of 50 above quoted for EH.

·         Local Land Charges – Uniform 2

7. Who is the person responsible for your Software System? Please provide
full name, title and contact information if possible.

 

Gary Lugg, the Head of Service for Development and Planning, manages the
annual invoice for Uniform only.
