Dear Historic Buildings and Monuments Commission for England,

Please could you provide details of planning cases that have gone to appeal for replacement of original windows in listed buildings with double glazing, and the reasons for rejection of these appeals.

Could you also provide the names of Harrogate and North Yorkshire councillors who voted in favour of the replacement where cases were rejected.

Please could you also provide details of any council planning department meetings where carbon reduction targets were discussed.

Thank you for your email on 23 January in which you requested the

Your request has been processed under the Environmental Information
Regulations (2004). I can confirm that, under the exception contained
within Regulation 12(4)(a) of the EIR, I am unable to provide you with
anything on this occasion, as we do not hold any information that falls
within the scope of your request. This is because unless a building is
listed at grade I or II* (less than 4% of all listed buildings) we would
not get involved at all as grade II buildings fall within the remit of the
Local Authority (with the exception of London).

 

I am sorry that I have been unable to provide you with the information
that you have asked for on this occasion. If you are unhappy with this
response you may request an internal review.  Details of our review
procedure are attached.
