Item 6b 3.1 - the area has apparently increased from 2600m2 to 3185m2 and this is to cost an extra £1,050,000.

Item 6b 3.2 the cost per metre 2 is put at £1450.

3185 - 2600 = 585m2 @ £1450 = £848,250 and not £1,050,000.

In accordance with the Council's own Fraud and Financial Irregularity policy (and councils have to comply with their own policies) when this apparent, large, financial irregularity was brought to the attention of the Executive Councillors, the Chief Executive, the Council Solicitor, the FOI Officer and the Director of Finance, and I drew it to the attention of all of them, action had to be taken.

Stockport Council will respond to your request within 20 working days. If
there will be a charge for disbursements e.g. photocopying in order to
provide the information, we will inform you as soon as possible to see if
you wish to proceed; however such charges are usually waived if they
amount to less than £10.

Dear FOI Officer,

Thank you. If you refuse on spurious grounds I shall send an appeal plus documentary evidence of the financial irregularity to every member of the Information Commission Board. It is maladministration to not comply with Council policies, and even if there is a simple explanation for this irregularity, this should have been looked into.

They will ultimately have to. If they fail to respond to this I shall make a formal complaint and post up on this site their responses through the various stages. The complaints system at Stockport Council is not believed by local people to work. I have certainly got nowhere with it and I am very persistent. One poor chap, Mr Parnell, was sent to prison for complaining about them.

Anyway, openness and transparency in local government is what the ruling group on Stockport Council ostensibly believes in, and I believe this wonderful website will eventually extract the truth out of them, which is a massive leap forward for accountability.

Mrs Oliver,if the SBC transparecy,security and accountability procedures are NOT seen to be working, then in all probability, they AINT working.I agree with you this is a wonderful website and the truth WILL ou eventually.

I am writing in response to your request for information below (Ref 4931).

 

As you have previously been informed, your requests for information about
the school at Harcourt Street (Vale View Primary School) are considered to
be vexatious under section 14(1) Freedom of Information Act 2000 and
manifestly unreasonable under Regulation 12(4)(b) Environmental
Information Regulations 2004 and will not receive a response. This
decision has been through the Council’s internal review process and was
upheld. It has also been investigated by the Information Commissioner’s
Office at your request, on two occasions; the ICO upheld the Council’s
decision in both its Decision Notices.

9 pages of Architechs instructions would indicate the original design is/was tardy and would explain the £2 million overcharge??!!

I am writing to request an internal review of Stockport Borough Council's handling of my FOI request 'Apparent financial irregularity of circa a quarter of a million pounds'.

Something should have been done under the Council's Fraud and Financial Irregularities policy when I reported this. I want to know what was done. It would be maladministration not to comply with Council policies.
