I can provide the following response to your Freedom of Information
request.
 
1 Which companies tendered for the subcontracted work of parking
   enforcement for Warrington Borough Council?
       
-       APCOA, Legion Parking, NCP, Euro Car Parks and Central Parking
Systems tendered for the Parking Enforcement Contract.
          
2 How long do APCOA have the contract for, and how much is it
   worth?
 
- APCOA currently have the contract until March 2013 with a further option
to extend for 12 months if mutually agreeable. A large proportion of the
contract is based upon variable costs dependant upon service demands,
therefore I am unable to provide the cost to Warrington Borough Council.
 
3 Do APCOA have any KPIs that relate to revenue targets?
 
- Whilst APCOA may have internal KPI targets in terms of how well it is
performing on the parking contract, I can confirm that there are no
'revenue' targets within the contract, given that the 2004 Traffic
Management Act does not allow targets to be set for the issuing of Penalty
Charge Notices.
 
4 How many traffic penalty tribunals appeals were there and what
   is the breakdown of the decisions (for the council, against the
   council) in the last 3 years by Warrington Borough Council in
   relation to parking penalties?
 
- Over a full 3 year duration (March 09 - March 12), there have been a
total of 46 Traffic Penalty Tribunal hearings involving Warrington Borough
Council. Of these, 27 formal appeals were rejected by the Traffic Penalty
Tribunal and 19 formal appeals were accepted.
 
If you are not satisfied with my response to your request for information,
you may ask the Council for an internal review of this decision. You
should write to Timothy Date, Solicitor to the Council and Head of
Corporate Governance, at Warrington Borough Council, Quattro, Buttermarket
Street, Warrington WA1 1BN giving details of your complaint. You should do
this as soon as possible, or, in any case, within two months of your
request being refused.
 
If, following the outcome of the internal review, you remain dissatisfied
with the Council's response to your information request, you have a right
under section 50 of the Act to appeal to the Information Commissioner at:
