Anti-whistle-blowing Policy

Health Education England did not have the information requested.

Dear Health Education England,

Please can you provide a copy of all anti-whistle-blowing policies across all deaneries in England.

In particular can you please provide a copy of the active West Midland deanery / Prof. Russell Smith's discreet but very effective 'anti-whistle-blowing policy' that has been used to protect questionable doctors by removing from training junior doctors that speak out in the West Midlands (the Swiss cheese effect has many layers). For example Dr Paterson http://www.telegraph.co.uk/news/2017/04/... , Dr Bramwell http://www.bbc.co.uk/news/uk-england-bir... and a whole host of other doctors that have got away by passing blame onto junior doctors especially when patients die or have serious adverse effects that are then hidden without candour.

with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do not
hold the specific information that you have requested.

Response

 

Health Education England does not hold a policy in regards to
‘anti-whistle-blowing’.

 

However, in reference to our Section 16 responsibilities to advise and
assist where possible, we can confirm we hold a policy in line with your
request. Please see attached.

I have requested the internal anti-whistleblowing policy (to target and stop doctors, nurse, HCP whom speak out) which is an adjunct to the whistleblowing policies you have kindly provided. The policy is co-authored by Professor Smith and implemented against doctors whom speak out, for example when concerns about Dr Ian Patterson came out.

HEE Response

 

Having carried out an internal review of your request I can confirm that
we responded appropriately in line with our duties under the FOIA. 

 

As per our response dated 14/02/2018, HEE does not hold an
‘anti-whistleblowing policy’. An ‘anti-whistleblowing’ policy would
suggest that we inhibit whistleblowing, and this is not the case. HEE is
committed to promoting an environment where members of staff are able to
raise concerns and feel supported in doing so.

 

In our previous response we provided you with a copy of HEE’s Escalating
Concerns policy to try and assist where possible.

 

If you wish to request any further information, such as how HEE has
encouraged people to raise concerns in areas such as the West Midlands
local office of HEE, please get back in touch.

 

If you remain dissatisfied, you may complain to the Information
