Anti-terrorism measures / tank traps / ring of steel in Birmingham city centre

Dear West Midlands Police,

I would like information about the costs to the taxpayer of the so-called tank traps and other physical anti-terrorism measures which were placed around and in Birmingham city centre initially for Christmas 2017 which have remained ever since.

I would like to know:

* the initial cost of the deployment of them to the streets
* the monthly cost of their retention since Christmas 2017 to the present day
* the expected monthly cost of retaining them for the length of time they are expected to be retained
* the expected length of time for which they are expected to be retained
* any expected one-off cost of removing them when that time happens
* from which budget (WMP, Birmingham, National, etc) these costs are being met.

I am writing to request an internal review of West Midlands Police's handling of my FOI request 'Anti-terrorism measures / tank traps / ring of steel in Birmingham city centre'.

Whilst the legislation around FOI provides for a time limit by when requests must be responded to, that time limit is not intended to be an instruction of how long it is intended to take to fulfill a request - a request is supposed to be fulfilled in as timely a period as possible. That you waited literally until the final hour before responding to my request - to then deny that you had the information I was asking anyway - smacks of wilful evasion and contempt for the principle of Freedom of Information and the legislation around it.

RESPONSE

 

I have reviewed the original decision and I have reviewed the process and
time taken to respond to your request. Given our resources and the number
of requests being managed, I am satisfied that the request was dealt with
expeditiously and within the legislative timeframe.

 

We conducted extensive and thorough searches, which is what you would
expect us to do. These searches take time and, while it is unfortunate
that no information is held, we could only be sure of this once we had
conducted the searches.

 

While I am sure you would want us to prioritise your request above others,
we are unable to do this.  This is especially relevant given the
unprecedented number of requests we are receiving at the current time.

 

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
