ANPR Cameras
Dear Stockton on Tees Council,
Please can you provide the DPIA documents for each of the ANPR cameras you intend to install at the entrances to Ingleby Barwick.
Please can you advise what signage is intended to be in place, and how it complies with section 9.1.2 of the ICO code of practice for CCTV, and how you are addressing the challenge to inform motorists that they are being monitored.
Please can you advise whether the system just recording vehicle registration marks? Or
is it recording images of vehicles, occupants or ‘patch plates’ as well? If it’s the latter, what have you done to ensure that the amount of information being collected is justifiable?
Is the ANPR information cross referenced with any databases? If so, what databases, and for what purpose?
Do the cameras located at the entrances use any form of AI, and does this require third party processing - e.g in the cloud, or is this on premise? - please give details.

your request I can now provide the following information.
Please can you provide the DPIA documents for each of the ANPR cameras you
intend to install at the entrances to Ingleby Barwick.
Privacy Impact Assessment for the camera scheme in question can be found
attached.
Please can you advise what signage is intended to be in place, and how it
complies with section 9.1.2 of the ICO code of practice for CCTV, and how
you are addressing the challenge to inform motorists that they are being
monitored.
Standard signage advising that CCTV is in operation, the operator of the
system and appropriate contact details will be affixed to each column that
has CCTV cameras mounted.
Please can you advise whether the system just recording vehicle
registration marks? Or is it recording images of vehicles, occupants or
‘patch plates’ as well? If it’s the latter, what have you done to ensure
that the amount of information being collected is justifiable?
The system records vehicles passing the cameras live, much like any other
overt CCTV system. This system however has the functionality to recall
vehicle registration numbers, via a searchable ‘snap shot’. The amount of
information obtained is proportionate to the privacy impact assessment
conducted for the scheme and meets the stated aims of the system.
Is the ANPR information cross referenced with any databases? If so, what
databases, and for what purpose?
The ANPR system does not cross reference data with any other databases.
There are no plans to introduce this to the scheme in Ingleby Barwick.
Do the cameras located at the entrances use any form of AI, and does this
require third party processing - e.g in the cloud, or is this on premise?

The cameras in question do not use any form of AI to process the data it
obtains and therefore no third party processing is required.
