I can confirm that our original answers were sent in red text. The website that you used to submit your request (whatdotheyknow.com) subsequently re-formatted the text upon receipt of the response.

We directed you to Newport City Homes are they are the source of the funding in the article that you mentioned. This is the information that we hold. Newport City Homes exist as a separate entity to Newport City Council, therefore, if you require further information about the funding, you will need to contact NCH directly.

I am writing to request an internal review of Newport City Council's handling of my FOI request 'Anonymous funding'.
According to their website Newport City Homes has twelve members on their board, three of which are council members at Newport City Council
Given that twenty five percent of Newport City Homes board are actively employed, they are in receipt of a salary and expenses paid for by Newport's rate payers and that I think that qualifies them as employed by the rate payer's via their election to the council I fail to see how you can declare no involvement, knowledge or control over Newport City Homes even given that it is a listed company.
Being retired I have the time so will go through the process stage by stage and first request an internal review

Our response to your request for an Internal Review: REQ04445
Thank-you for your request for an Internal Review. I have reviewed our
original response provided and am able to provide you with the following
additional information.
Newport City Homes is a registered social landlord, governed by their own
rules which are endorsed by the Welsh Government. The Association is a
registered society under the Co-operative and Community Benefit Societies
Act 2014. It is registered with the Welsh Government (WG) as a Registered
Social Housing Provider (RSHP). Newport City Homes was established in
March 2009, after Newport City Council transferred its housing stock to
the new organisation, and as such, it exists as a separate legal entity to
the local authority.
The board of Newport City homes has a wealth of knowledge and experience
covering a wide range including finance, local government, health boards
and social housing.
As part of this review, I have spoken to our regeneration team who have
confirmed that Newport City Council is not investing in the scheme you
refer to. There has been an allocation of Social Housing Grant (£473,979)
from the Welsh Government, however, the majority of the funding is being
raised by Newport City Homes. Below is a web link which will provide you
