For example does the Home Office use expert statisticians to compile and analyse the information from the project licences they approve? How are these statistics verified as accurate and based upon actual usage?

The information is not readily available in the Guidance notes.
The last full assessment was in 2012, which was conducted by the Office for Statistics Regulation and was 11 years ago.
So for 11 years, which body has been checking the data and conducting assessments? This is not in the guidance notes.
