Dear Caerphilly Council,

I am seeking a summary of the amount of money spent by each Caerphilly Nursery or Early Years setting during the 2008/9 and 2009/10 financial years on Temporary staff.

By summary, I mean the data that is provided by nurseries at the end of the financial year to the council, showing what they have spent for that year.

(This information relates to lines CFR 02 & CFR 26 of the schools Consistent Financial reporting system.)

I will accept the data on an excel spreadsheet, ideally with the following headers:

Timescales for responding to you We will consider your request and
you should receive the information within the statutory timescale of 20
working days, unless the information is not held or is exempt from

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

Thank you for your request for information received on 2nd August 2010.

We have considered your request for "a summary of the amount of money
spent by each Caerphilly Nursery or Early Years setting during the 2008/9
and 2009/10 financial years on temporary staff", and I can confirm that
the Council holds information falling within this description, but we are
refusing to supply this information under Section 12 of the Freedom of
Information Act 2000 as we don't have any separate nursery schools, and
therefore we are unable to ascertain from the schools accounts what
expenditure related to the nursery/ early years provision.

In order to provide the information requested, we would need to analyse
the cost centre data at transaction level to identify the costs relating
to the nursery/early learning provision. We estimate that the cost of
complying with your request would exceed the appropriate limit of £450
for local government, which is specified in the Freedom of Information and
Data Protection (Appropriate Limits and Fees) Regulations 2004. Therefore
we are refusing to supply this information under Section 12 of the Freedom
of Information Act 2000.

In order to determine whether your request exceeds this limit, we must
multiply an estimate of the time we expect to take to comply with your
request by £25 per hour. If the cost of complying with your request would
exceed the appropriate limit of £450 (more than 18 hrs), we can refuse
your request. In making this calculation we are able to include the time
taken to determine whether we hold the information and time taken to
locate, retrieve and extract the information. The hourly rate of £25 per
hour is set by the Fees Regulations and is not dependent on the seniority
of the officer who carries out the work. 

If you are able to re-focus your request, so that the cost of complying
with it falls below the appropriate limit of £450, we may be able to
supply the information to you.
