Further to my acknowledgement below, please find the response to the
following questions:

 

(i) details of the savings accrued annually to the Borough Council from
2008 to the present from the re-provisioning of Walcot Library, as a
combined library and community shop, staffed by volunteers. Please factor
into the savings figure any additional  resources put into Walcot Library
since it became volunteer-led; and

The total actual saving on staff and other costs in the 4 years since the
volunteers were introduced is £78,308 – of this  £74,527 has been on
staff.

 

Costs incurred in setting up the library for volunteer-supervised
operation were:

 

Materials for alterations to the library – £122

Installation of a new telephone line - £120 (estimated)

 

There were no set-up costs associated with provision of the self-service
machine, as this was relocated from another library, but the maintenance
contract for this machine costs £800 per year

 

Thus the net saving to the council since the library reopened is £78308 -
£120 - £122 – (£800x4) = £74,866

 

 

(ii) the decision to re-introduce paid frontline staff to Walcot Library

 

Response

 

The decision to extend opening hours using paid staff was taken to improve
the accessibility of the service to children, specifically in relation to
the summer reading challenge, and was implemented by reallocating staff
time from Park Library thus incurring no extra cost

 

Please find the attached report to Cabinet dated 5^th April, 2011 and
Library Strategy 2011 which refers to this decision.
