I understand that the process for the voluntary liquidation of Postal Services Holding Company was commenced by the Department of Business, Energy and Industrial Strategy in June 2017. No annual report has been lodged for this company for the year 2016-17, however and your records deem this was overdue as of January 2018. PSHC is still not fully liquidated. Please can you let me know
i) the reason this document has not been lodged with you
ii) when/if you are expecting it to be published
iii) if any penalties were incurred due to the failure of BEIS to supply this Annual Report.

The Freedom of Information Act 2000 (FOIA) gives a right of access to information held by public authorities unless an exemption applies. Having considered this request you do not appear to be requesting recorded information, as such I do not consider that this falls within the scope of the FOIA.
However, to be of assistance I can explain that Annual Reports are not required for companies once they have been placed into liquidation. Any financial details will be contained in the Liquidators Statement of Receipts and Payments. You may wish to view the following guidance:
