NEWHAM STOPPING UP OF HIGHWAYS (LAND ADJACENT THE MERIDIAN STEPS,
ANGEL LANE, GREAT EASTERN ROAD, STRATFORD, LONDON, E15) ORDER 2024
The Council of the London Borough of Newham makes this Order in exercise of its powers under
section 247 of the Town and Country Planning Act 1990, and of all other enabling powers:-

This Order authorises the stopping up of highway, as shown hatched black on the Deposit
Drawing and described in the Schedule to this Order, in order to enable development to be
carried out in accordance with planning permission
22/00178/FUL granted by the London
Legacy Development Corporation on 28th August, 2024 under Part III of the Act

Where immediately before the date of this Order there is any apparatus of statutory undertakers
under, in, on, over, along or across any length of highway authorised to be stopped up pursuant
to this Order then, subject to section 261(4) of the Act, those undertakers shall have the same
rights as respects that apparatus after the highway is stopped up as they had immediately
beforehand.
3. In this Order –
(i)
“the Council” means the London Borough of Newham;
(ii) “the Act” means the Town and Country Planning Act 1990;
(iii) “Deposit Drawing” means the drawing marked “Highways within the London Borough of
Newham”, placed at the Deposit Venue for the Deposit Period;
(iv) “the Deposit Venue” is the Stratford Library, The Grove, London, E15 1EL;
(v)
“the Deposit Period” means the period from 11th September, 2024 until 9 October, 2024;
(vi) “the Development” means the erection of 41 storey building , to provide student
accommodation ( Use class sui generis), flexible commercial floor space including affordable
workspace (use class E), community space (use class F.2), and new entrance to London
Underground Limited (LUL), at basement and lower ground floor (use class sui generis), public
realm and associated hard and soft landscaping, servicing, car parking, cycle storage, boundary
treatments , new substation and reinstatement of substation in existing location under the
Meridian Steps and other associated works.
(vii) Any distances quoted are approximate and measured along the centre line of the highway in
question.

This Order shall come into force on the date on which notice that it has been made is first
published in accordance with section 252(10) of the Act, and may be cited as the Newham
Stopping up of Highways (Land Adjacent the Meridian Steps, Angel Lane, Great Eastern Road,
Stratford, London, E15) Order 2024.

SCHEDULE
Description of highways to be stopped up
The highway to be stopped up is in the London Borough of Newham. It is hatched black on the
Deposit Drawing and described as follows:-
Majority of the former taxi stand (now largely hoarded off), bounded by the A118, (Great Eastern
Road), 56m from the town centre bridge link to the emerging Stay City site, 35.3m from the town
centre bridge link to the bottom set of escalators of the Meridian Steps and 44.4m from the bridge
link to the footway of Great Eastern Road.
