Dear Homes and Communities Agency,

The HCA have decided that they are "not minded" to regrade Chapter 1 the Charity following a G3/V4 score in 2015? An extensive voluntary agreement (1) and improvement plan have been implemented successfully and yet the HCA seem to be still of the opinion not to re-grade. I wish to establish which year's financial accounts the HCA have considered in reaching this decision and why: as Chapter 1 now seems to be a very healthy, viable position. A second (2) voluntary agreement saw the implementation of exploring a possible co-operative merger with another provider, but it seems only 1 was put forward as recommended by the HCA? A third voluntary agreement has urged Chapter 1 into considering/ agreeing to what appears to be a hostile take-over? I want to know if any other parties expressed an interest in exploring the options for Chapter 1 and whether the HCA had any knowledge of or influence in relation to this, and whether the other options, (if there were any) were considered with the Board? I am seeking further clarification direct from the Board at Chapter 1 but would welcome your explanations in order for me to have the facts before me.

Correction - should have read original grading from HCA was G4 V3 not the other way round as previously stated.should
