Dear Mr Brown

FREEDOM OF INFORMATION ACT 2000

I refer to your request received on 19 October 2017 about money ESCC
received from RDC from the residents of Hurst Green.

We pay the County Council based on an estimate of what we think we will
collect calculated before the start of the financial year. For Hurst Green
this was just under £760,000 and we pay ESCC in instalments through the
year. If the amount we actually collect is different we keep this in a
ring-fenced account and make an adjustment in the following financial
year.

For your information - Before the start of the financial year we estimate
how many houses there will be in each Parish net of any discounts or
exemptions. This is known as the taxbase. This figure would include the
deduction for anyone in receipt of Council Tax Reduction and also an
allowance for non-collection of 1.5%. We give this figure to the County
for the whole district who then use it, together with all the other East
Sussex Authorities figures, to calculate their Council Tax charges for
each Council Tax band.

During the year the taxbase may change for a number of reasons, e.g. a new
house is built or an exemption is no longer applied to an account. This
means there will be either a surplus or deficit on the amount we have
collected against how much we have actually paid the County Council. This
adjustment is made in the following financial year.

If you are dissatisfied with the handling of the request please contact us
within 60 calendar days of this response, if you wish to request an
internal review.  If you are still dissatisfied with the outcome of the
internal review you have the right to make a complaint to the Information
