FOI England (NHS ENGLAND), NHS England

Dear Ms Bradley,

Re:      Freedom of Information requests (Our Refs – FOI: 007397 & 007398)

Thank you for your Freedom of Information (FOI) requests dated 6 May 2015.

Your exact requests were:

“Could you please send me the amount of money that is spent on treating
patients incarcerated in immigration detention centres for gender
dysphoria per year, for the last 3 years?”

And

“Please could you send me the amount of money that has been spent on
treating gender dysphoria for patients incarcerated in young offenders
institutions per year, for the last 3 years?”

Please note that section 12(5)a of the FOI fees regulations state that two
or more requests to a public authority from one person can be aggregated
for the purposes of calculating costs if they are for the same or similar
information.  The fees regulations are available at the following link:

[1]http://www.legislation.gov.uk/uksi/2004/...

Information on aggregating requests is also set out in section 12(4)a of
the FOI Act which states that:

“Where two or more requests for information are made to a public authority
by one person the estimated cost of complying with any of the requests is
to be taken to be the total cost of complying with all of them.”

On this basis, we are aggregating all your requests for the purposes of
determining whether or not disproportionate cost would be involved in
answering them, as we deem the requests for “the same or similar
information”.

NHS England does not hold this information.

It may help if I explain that the NHS in England is not a single
organisation, but is made up of a range of organisations including
Hospitals, Clinical Commissioning Groups (CCGs), Ambulance Trusts and
other organisations. As such, any recorded information which NHS England
may be able to provide in response to an FOI request will generally relate
to the services commissioned by NHS England. Further information on
commissioned services and the types of information NHS England holds can
be found on our [2]website and [3]publication scheme.

I have liaised with the relevant departments and clinics in NHS England
and the response to your request is nil. Please note that none of the
NHS-funded clinics are commissioned to provide input into such facilities
and they are not required to record the immigration status of patients
attending the clinic.

I hope this information is helpful. However, if you are dissatisfied, you
have the right to ask for an internal review by writing to us, within two
months of the date of this letter, to:
