Amount of Councl tax owed
Dear Folkestone & Hythe District Council,
Please can you supply the amount owed in rent and councl tax owed by people on Benefits. It has come to my attention that this is often in the thousands and the debt is not actively pursued. As a rule Universal Credit is paid to the claimant and even the small contribution tat is supposed to be paid for council tax is not paid and prvate landlords left in debt to the tune of thousands and withdrawing their properties from the rental market. How much rent is owed to the council for social housing, is this actively addressed? Does this debt affect the supplying of services?

Dear Susan Wood,
I am writing in respect of your information access request dated
07/08/2024. In order to proceed with your request, under the Freedom
of Information Act 2000, we require some additional information to
help us to identify and locate the information that you require.
Your request (in part) was -
"Please can you supply the amount owed in rent and council tax by
people on benefits"
We require some clarification on point 2, ie "the amount owed in
council tax by people on benefits"
Please could you confirm what you mean by "benefits" to ensure that
we provide you with the specific data that you require and whether we
are able to provide it. For example do you mean:
a. Council Tax Reduction (CTR) – I attach link below to the page on
the Council’s website relating to CTR for you assistance –

a. Any benefits that we hold records of? We need to make you aware
at this point that if you do mean any and all benefits, we are
unlikely to be able to supply you with this information as it
would exceed the appropriate costs limit set out under Section 12
of the Freedom of Information Act 2000 in response to just this
point alone. This is £450, equating to 18 hours of officer work
to locate and extract the data in question. This is because each
account would need to be looked at individually by an officer in
order to extract the data.
Once we have received clarification, we will be able to start
processing your request. If we do not receive clarification from you
within 60 working days, your request will be considered to have
lapsed and will be closed on our system.

information under the Freedom of Information Act which was originally
made on 07/08/2024. We will endeavour to substantively respond to you

I can confirm that I have searched our records and we have not
previously received any clarification or further correspondence from
you via What Do They Know in response to our email of 08/08/2024
requesting clarification. We have also checked on the What Do They
Know website and there is nothing further on there from you either.
Therefore, I would advise you that we shall be treating your email of
04/10/2024 as clarification of your original request and process this
in the usual manner and not as a request for Internal Review at this
stage.

I am writing to request an internal review of Folkestone & Hythe District
Council's handling of my FOI request 'Amount of Councl tax owed'.

I really do not know why, after ammending my request why the amount of
Council Tax owed at the present time, even at the end of the last
financial year.
In considering your request I have looked at case impartially and
reconsidered the relevant factors.
In light of this, I can confirm that I consider the original handling of
the case to be justified. I will address each point in sequence and
explain my rationale as follows.
I would like to clarify that, the following receipt of the original FOI
request, we sent a clarification request on (7/10/2024) to better
understand (The time frame the request relates to, what date you wish the
total amount owed to be based on?). Unfortunately, we did not receive any
response to proceed with processing of the FOI request
In line with FOI guidelines, we are unable to progress with incomplete or
unclear request without the necessary clarification. As such, the FOI
request remains pending until further clarification is provided
