Amount of Council Tax Arrears for Enforcement & Charging Orders 2021-2023

I am writing to make a formal request for information, I am entitled to make this request under the Freedom of Information Act 2000, in accordance with my right of access under this legislation I request the following:
1. What was the total amount of council tax arrears (monetary value) passed to enforcement agencies, whether private or internal, for recovery in 2021, 2022 and, to date, in 2023, and
2. How much (monetary value) was recovered for each of those years mentioned in 1. above?
3. How many charging orders on people’s homes have been granted in favour of outstanding council tax arrears in 2021, 2022 and, to date, in 2023?

Thank you for your information request received today.
I am currently reviewing your request and investigating whether there is
any information available for disclosure. The Council, in accordance with
Section 10 of the Freedom of Information Act 2000 (‘the Act’), will reply
to your request promptly and in any event not later than the twentieth
working day following the date of receipt. Subject Access Requests will be
responded to within one calendar month in line with the GDPR (General Data
Protection Regulation).
In accordance with section 8(1)(b) of the Act and related guidance from
the Information Commissioner’s Office, the Council reserves the right to
treat any request for information as invalid unless the requester supplies
their real name. In such cases, the Council may request proof of
identity.

I have been advised that Eastbourne Borough Council is not able to provide the requested information in calendar years within the prescribed 18 hour limit.
I understand that we should be able to provide information in financial years.
