Dear Trafford Metropolitan Borough Council,

Further to my recent FOI, your reference 5140, I would like to submit a new FOI request in relation to:

a. You kindly confirmed the deductions made to Amey totalled £153,245 and this amount had been received by Trafford Council. I would like confirmation of how this money will be allocated and used, a summary of expenditure to date by individual projects and the current cash balance remaining from the original figure. I am led to believe the money raised was to be reinvested in local environmental projects and communities.

b). As Trafford Council have to monitor specific standards and KPI's to generate the fines and deductions, I would like confirmation how many staff are specifically employed by Trafford Council across the borough to monitor the aforementioned standards. In addition, a summary of how reports are generated and how evidence is collected/collated to generate a fine to Amey Plc. Whilst I accept commercial sensitivities, it is more a clear summary of how the process is undertaken.

information about Amey Plc KPI's and performance charges

The information you requested is detailed below.  

 

a. You kindly confirmed the deductions made to Amey totalled £153,245 and
this amount had been received by Trafford Council. I would like
confirmation of how this money will be allocated and used, a summary of
expenditure to date by individual projects and the current cash balance
remaining from the original figure. I am led to believe the money raised
was to be reinvested in local environmental projects and communities.

The amount deducted is being held in a dedicated One Trafford reserve
account which is separate from other Council funds.  Decisions have not
yet been made on how the monies will be reinvested.

 

b). As Trafford Council have to monitor specific standards and KPI's to
generate the fines and deductions, I would like confirmation how many
staff are specifically employed by Trafford Council across the borough to
monitor the aforementioned standards. In addition, a  summary of how
reports are generated and how evidence is collected/collated to generate a
fine to Amey Plc. Whilst I accept commercial sensitivities, it is more a
clear summary of how the process is undertaken.

The Council has a dedicated One Trafford Partnership client team which
includes service managers covering the various areas of expertise required
to monitor the contract.  The team is headed up by the Director of the One
Trafford Partnership, with managers below this each covering the areas of
Waste Management, Street Cleaning and Grounds Maintenance, Highways and
Street Lighting, Property Management, Environmental Improvement.  The team
also has a dedicated performance analyst and overall support from the
Council’s Finance team.

 

Amey report on their performance against all of the agreed KPIs monthly as
required in the contract.  There is then a period following this where the
Council’s client team will verify the data underpinning the performance
levels reported, which may then result in a financial deduction if the
targets included in the contract are not met.  In the event of a formal
dispute, the process to follow is covered in the contract.
