Thank you for your recent request for information relating to “Amey
Signatory” which we received on 07/12/2017.
 
Please find below, Sheffield City Council’s response to your request:
 
Further to your request Sheffield City Council can confirm that we do hold
information relevant to your request in terms of the signatories for each
document.
 
In reference to the full Streets Ahead contract the signatory details are
available on the final page of the contract document (the first document)
available from

As this information is accessible by other means it is exempt from
disclosure under Section 21(1) of the Freedom of Information Act 2000.
 
In regard to the request for details of the Amey signatory for both the
Pre-Qualification Questionnaire and the final tender documentation dated
28th February the Council considers these details to be exempt from
disclosure under Section 40(2) (Personal Data) of the Freedom of
Information Act 2000. The Council has applied this exemption to protect
the identities of the individuals concerned as disclosure would cause a
likely breach of Principle 1 of the Data Protection Act 1998 that
information will be processed both fairly and lawfully and within the
reasonable expectations of the individuals to who the information relates.
In this instance although the individuals concerned would be senior
members of Amey we believe the public interest in disclosure is limited
and as individuals associated with the contract have faced differing forms
of negative contact from members of the public it would be inappropriate
for disclosure.
 
It is noted that as an FOIA response is a disclosure to the world at
large, particularly when disclosure is made through the whatdotheyknow.com
website, we do have to consider the potential harm of placing the
requested information into the public domain particularly when the
information relates to individuals which the requestor or others would be
using to identify an individual.

I am writing to request an internal review of Sheffield City Council's handling of my FOI request 'Amey authorised signatory'.

I have requested the same information from Birmingham City Council who have readily granted the information which now resides in the public domain. The Amey representative who signed the PFI contract with BCC is named as Keith Cottrill (same as the PFI contract with Amey Hallam Highways). The other signatory is named as Mel Ewell, CEO of Amey UK plc.

Please clarify.
