Dear Trafford Metropolitan Borough Council,

A 6 metre illuminated monolith has recently been erected on Stamford New Road, Altrincham (outside the Altrincham Interchange).

My FOI request relates to:
- The cost of the monolith and how many providers were asked to submit a quote prior to a decision being made.
- The cost of any planning meetings in terms of 3rd party groups & Trafford Council staff
- The cost to install & erect the monolith

Dear Dr Parker

 

Thank you for your email regarding the newly installed monolith on
Stamford New Road outside Altrincham Interchange, which acts as a gateway
marker. The answers to your queries are as follows:

 

1)      The cost of the monolith gateway marker was £15,232 and the works
were procured under the existing framework for highway works between
Trafford and Stockport.

2)      It is not possible to cost or split the time spent on the planning
meetings by third party groups & Trafford Council staff.

3)      The cost to install & erect the monolith was £790.00.

 

The works were funded through a variety of sources, including TfGM Growth
Funds, developer contributions and Council environmental improvement
funds.

Thank you for the partial response. However, I note a response wasn't made against my question "how many providers were asked to submit a quote prior to a decision being made?"

I have noted you quoted " the works were procured under the existing framework for highway works between Trafford and Stockport", but this is meaningless to me hence my question and FOI request.

I also note you quoted "It is not possible to cost or split the time spent on the planning
meetings by third party groups & Trafford Council staff". For clarity, this related to additional costs for designs,mock up's and concept drawings which would have been undertaken and charged by 3rd parties.
I am happy to submit this specific question under a new FOI request as I will be submitting a new one as there is local confusion on what consultation was undertaken for this project.

Further to your expression of dissatisfaction with our recent response to
your request for information (our reference 3786), an internal review has
been completed and I can provide you the following outcome.

 

Original Response:

1.      The cost of the monolith and how many providers were asked to
submit a quote prior to a decision being made.

The cost of the monolith gateway marker was £15,232 and the works were
procured under the existing framework for highway works between Trafford
and Stockport.

 

2.      The cost of any planning meetings in terms of 3rd party groups &
Trafford Council staff

It is not possible to cost or split the time spent on the planning
meetings by third party groups & Trafford Council staff.

 

3.      The cost to install & erect the monolith

The cost to install & erect the monolith was £790.00.

 

Following a review of our response to question 1, we agree that your
request has not been fully answered and therefore your complaint about
this response has been upheld. I apologise for the previous omission and
can now provide the following updated response:

 

1.      The cost of the monolith and how many providers were asked to
submit a quote prior to a decision being made.

The cost of the monolith gateway marker was £15,232. We have one provider
that that provides all design works for Altrincham Public Realm. They were
appointed following a lengthy public procurement process that was
administered through the Public Procurement Tendering Portal ‘The CHEST’. 
In total there were 6 tender responses.

 

We have treated your second query as a clarification of your original
request rather than a new request and can provide the following, updated
response for question 2:

 

2.      The cost of any planning meetings in terms of 3rd party groups &
Trafford Council staff

Information on design costs cover all phases of the Altrincham Town Centre
public realm works and is not broken down into individual elements. We
therefore, do not hold the information you have requested.

 

 

If you are not content with the outcome of the internal review, you have
