I am writing with reference to the proposed draft policy for elective home education which is about to go before Cabinet.

I note that the rationale says "2% of EHE [elective home education] pupils received a permanent exclusion prior to being taken off roll."

As there is an obligation for the authority to provide alternative education following a permanent exclusion, could you tell me what alternatives are available in Kent and also how parents and young people are made aware of this.

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to alternative education provision
following permanent exclusion. I am pleased to provide the response below:

 

In order to improve outcomes for learners and address the new Department
for Education statutory provisions, it was agreed with all secondary
schools in Kent that new delivery models for Pupil Referral Units and
Alternative Provision would need to be established. The review was
designed to improve the quality of provision and the outcomes for
learners, and achieve a significant reduction in permanent exclusions. The
review established how Headteachers in each district or locality wished to
achieve the delegation of funding to support the new delivery structures.

 

Currently, Kent County Council has a team of Inclusion Officers who liaise
with schools and families at the point at which a school is considering to
permanently exclude a pupil. It is the role of the School and Inclusion
Officer to provide families with information of options following a
permanent exclusion.

 

The new structure of support and provision is outlined in the attached
document.
