Allotments and Dogs

Dear Conwy County Borough Council,
Please can you provide the following information on your Policy or Stance, and please do not send me the policy document as I already have it, I would like your response to each question, thank you.
1, Are Dogs allowed on allotments?
2, If yes, can they run loose?
3,Are Dog Kennels allowed to be built on allotments?
4,If the dog owners fail to pick up the dog waste on the allotments, is this a crime? And what is your policy on this?
5,As allotments are food growing area's, does the dog waste not carry disease, and if dogs are allowed to wonder freely on an allotment, then dog waste could go anywhere, contaminate organic food, or be stood in, by adults and (children that attend the allotments) and if the child or adult contracts an illness, are the council liable for legal action by the injured party as they have allowed the risk, and will the council take full responsibility for this.

Hi, you have not answered the questions above in full, and the policy does not cover all, so to clarify,

Also how do you go about logging this breach? Can the fecal matter be collected, bagged and given to the council for DNA testing?
Further more, what if complaints of breaches have been raised to the council, and the council have failed to act, what is the policy then?

Response: There is no policy that states you can’t have a kennel on site,
although it could be construed as a building, therefore falling under
section 9, Buildings, in the Tenancy Agreement.
 
•       5, As allotments are food growing area's, does the dog waste not
carry disease, and if dogs are allowed to wonder freely on an allotment,
then dog waste could go anywhere, contaminate organic food, or be stood
in, by adults and (children that attend the allotments) and if the child
or adult contracts an illness, are the council liable for legal action by

Response:
All tenants receive a copy of the Tenancy Agreement which includes section
12, Dogs and behaviour.  Site visits are conducted following reports to us
of any failure by tenants to follow the Tenancy Agreement.

Response: No
