The council quotes a waiting time of 4-5 years - does this mean that the council is currently allocating plots to people who applied in approx 2007, when there were only 126* people on waiting lists?

If so, given that the waiting list is now almost three times longer, this implies that people joining the list now will have to wait approx. 11 - 14 years.
