We write in response to your recent follow up request for information as
follows:

 

"Could you please inform me how the PPM revenue figure has been calculated
and is it possible to have a breakdown of staff costs,  obviously
redacting any personal identifiers"

 

Please be advised that we do not hold any recorded information as to how
the allotment PPM budget was calculated in previous years.  Each year the
budget would roll over with some adjustment for inflation.  The budget
would have been calculated at the time to meet potential demand, within
any operational constraints of budget-setting.

 

In relation to staffing costs, we decline to provide a complete breakdown
of salaries under the exemption given at Section 40(2) of the Freedom of
Information Act. Salary information is considered to be the personal
financial circumstances of individuals and whilst more senior staff who
are responsible for major policy and financial initiatives can expect
greater scrutiny of their pay, it is considered to be unfair to disclose
the exact salaries of junior employees.  In addition, most roles are
carried out by fewer than five individuals, meaning that disclosure would
allow them to be identified by others inside or outside our organisation.
We therefore maintain that disclosure of these job titles and salaries
would not be consistent with the data protection principle found in
Article 5.1(a) of the UK General Data Protection Regulation (UK GDPR) and
that this information is therefore exempt from disclosure in accordance
with Section 40(2) FOIA. This is an absolute exemption and the public
interest test does not apply.

 

In accordance with our Section 16 duty to advise and assist, we can advise
that the job titles and salaries of senior officers (roles exceeding
£50,000 p/a) for the years in question are outlined below.

Thank you for your response and I am sorry for the delay in responding to it. Other Councils have been able to provide a full breakdown of allotment related staff costs, see recent FOI to Sefton Council.

I am now unclear as to exactly what the definition of PPM revenue is and what is covered by this expenditure.

Thank you for your email of 13 April 2022.

 

With regards to the definition of PPM budget, we can advise that PPM
stands for Planned Preventive Maintenance, more commonly referred to as
simply planned maintenance or scheduled maintenance. It is a proactive
approach to maintenance, in which maintenance work is scheduled to take
place regularly and consequently documented once it has taken place.

 

We are unable to comment upon the approach of other councils but confirm
that our position remains as previously stated in relation to individual

staffing costs being exempt under Section 40(2) FOIA, in protection of the
personal information rights of 3^rd parties. 

 

You have the right to complain to the information Commissioner if you wish
