Birgitta Kuhlmann-Muller

Dear Wirral Metropolitan Borough Council,

Can you please let me know

1. The latest figures of people on allotment waiting lists for West Kirby, Hoylake and Greasby
2. How many of those have applied for more than 1 site?
3. Are procedures in place to find out whether the applicants on WBC waiting lists already have a plot elsewhere?
( on a privately managed site like Gilroy allotments or Hoylake allotment association)
4. If yes, will applicants who already have a plot elsewhere still be allocated a WBC managed site when it's their turn on the waiting list?
5. If no procedures are in place at present , will WBC develop a fair system for people on waiting lists who don't have a plot?

Thank you for your time with my questions
Yours faithfully,

Birgitta Kuhlmann-Muller

Birgitta Kuhlmann-Muller

Dear Wirral Metropolitan Borough Council,

By law, I should have received a response to my request by 29th April 2022.
This has not happened and no explanation for the delay has been given.
Can I please request answers to my questions asap.

Yours faithfully,

Birgitta Kuhlmann-Muller

InfoMgr, FinDMT, Wirral Metropolitan Borough Council

Dear Ms Kuhlmann-Muller

Please accept our apologies for the delay in responding, resulting from
bank holiday closure.

1. The latest figures of people on allotment waiting lists for West Kirby,
Hoylake and Greasby – there are 515 applications currently waiting on
lists for these areas.

2. How many of those have applied for more than 1 site? - 430 applications
have applied for more than one site.

3. Are procedures in place to find out whether the applicants on WBC
waiting lists  already have a plot elsewhere? -  Not for privately managed
sites (such as Gilroy allotments or Hoylake allotment association).
Procedures are in place to check if tenants have a Council owned plot.

4. If yes, will applicants who already have  a plot elsewhere still be
allocated a WBC managed site when it's their turn on the waiting list? -
Privately run/self-managed sites run their own sites.  Wirral Borough
Council has no input to those tenancies, as this would be an agreement
between the individual and the private or self-managed allotment site.

5. If no procedures are in place at present , will WBC develop a fair
system for people on waiting lists who don't have a plot? - Wirral Borough
Council has no plans presently to review allotment allocation processes.

Yours sincerely

Dear InfoMgr, FinDMT,

Thank you for sending the delayed response.
May I point out that the response was due at the latest on 29th April - which was before the bank holiday on 2nd May.
You mentioned the bank holiday closure as the reason for the delay.

Re question 4 and your response, I would like to clarify :

4. WILL applicants who already have a plot elsewhere still be
allocated a WBC managed site when it's their turn on the waiting list? -
Privately run/self-managed sites run their own sites. Wirral Borough
Council has no input to those tenancies, as this would be an agreement
between the individual and the private or self-managed allotment site.

Do I understand correctly that people on WBC allomments waiting lists can be allocated a WBC plot even if they already have a plot at a self managed site on WBC leased land?
If yes, how can that be fair and ethical for all people who don't have any plot?

Yours sincerely,

Birgitta Kuhlmann-Muller

InfoMgr, FinDMT, Wirral Metropolitan Borough Council

Dear Ms Kuhlmann-Muller

We can confirm that people on WBC allotment waiting lists will be offered a plot as they become available, regardless of other private commitments.

Your final question seeks an opinion, not recorded information and as such is not a valid request for information under FOI legislation.

We have now closed this enquiry.

Yours sincerely
