At my local site the people joining the waiting list 5 years ago are just getting to the top of the list - hence it might be said that there is a 5 year waiting list for this site. However, this overlooks the recent surge in demand. When people joined 5 years ago demand was much lower, and they joined the end of the list at number 45, whereas the people joining now start off at number 135 and are likely to have to wait approx 15 years for a vacant plot.
