Alleged serious human rights violations by police agents in Hong Kong and Chile

Dear FCO FOI and DPA Team,

Subject: Alleged serious human rights violations by police agents in Hong Kong and Chile

Under the FOI2000 Act, and observing all the relevant international conventions, treaties and agreements, I would like to request the following information.

1) Please confirm if the FCO holds records of alleged human rights violations, including torture and sexual violence, by the Chilean police, between September 2019 and June 2020. If so, please provide these records - or a summary of the content of each record in the case that it cannot be fully disclosed or redacted.

2) Please confirm if the FCO holds records of alleged human rights violations, including torture and sexual violence, by the Hong Kong police, between March 2019 and June 2020. If so, please provide these records - or a summary of the content in the case it cannot be fully disclosed or redacted.

Examples of these records could be pieces of evidence, testimonies, numbers of victims, types of human rights violations reported, as well as discussions of these by FCO and other UK officials and staff, etc.

Please reply to this request via email and provide the information in the electronic format, preferably PDF or spreadsheets.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request. If part of the records includes information which cannot be shared, as mentioned in section 46, please consider providing redacted documents.

If you can identify any ways that my request could be refined, or modified to avoid unnecessary burden and costs, I would be grateful for any further advice and assistance.
