During 2009, the Department for Children, Schools and Families (DCSF) claimed that two related campaigns were being conducted.

1. A campaign to vilify Graham Badman, author of a report into
home education.

2. A campaign to inundate the DCSF with Freedom of Information
requests.

Recent comments by a senior official in the DCSF suggested that these alleged campaigns might have spread to include local authorities.

I would like you to provide me with the following information.

First, please confirm whether or not you have observed these alleged campaigns.

Second, please confirm whether or not you have exchanged any correspondence with the DCSF regarding these alleged campaigns.

Finally, if you have exchanged correspondence with the DCSF on this issue then please provide me with copies of that correspondence.

Thank you for your email in which you requested an internal review regarding the delay in response to your request. Under the Freedom of Information Act 2000 we are obliged to respond within 20 working days of receipt of a request for information. With regard to your request, as it was sent at 11pm on a Friday night, this was not within council office hours. All requests received in the council after 5pm are considered to have been received on the next working day (in this instance Monday 25 January 2010). The due date for this request is today, 22 February 2010, therefore we will not be conducting an internal review of this case.

Your request for information has now been considered and our response is as follows:

First, please confirm whether or not you have observed these alleged campaigns [to vilify Graham Badman, author of a report into home education; to inundate the DCSF with Freedom of Information requests].

We have had a number of FOI requests in relation to home education and some objections to the recommendations have been voiced by parents, but we have no evidence that this is part of a campaign.

Second, please confirm whether or not you have exchanged any correspondence with the DCSF regarding these alleged campaigns.

We have had no correspondence with DCSF about any such alleged campaigns.

Finally, if you have exchanged correspondence with the DCSF on this
issue then please provide me with copies of that correspondence.
