Alleged Campaign against Sheena Ramsey Former Chief Executive

We're waiting for Mike Fagan to read a recent response and update the status.

Dear Knowsley Metropolitan Borough Council,

In a First Tribunal Hearing Worcester City Council were quoted as stating that it

“is aware that [the Appellant] carried out a prolonged campaign against the Managing Director during her tenure at Knowsley Council and that the allegations he made were fully investigated and that there were no findings of fault on the part of the Managing Director. The Council is also aware that due to his persistent campaign against the Managing Director that Knowsley Council classified him as vexatious.” (The Appellant disputes this and has advised the Council, and the Commissioner, that this is a false statement made by/attributed to Knowsley Council.)

Does Knowsley Council have any record of a prolonged and persistent campaign against Sheena Ramsey?
Does it have any record of any allegations made against Sheena Ramsey?
Does it have any record of any investigation carried out into allegations made against Sheena Ramsey?

If so, please release the information that is held. If not, please confirm that it holds no such information.

I am writing to request an internal review of Knowsley Metropolitan Borough Council's handling of my FOI request 'Alleged Campaign against Sheena Ramsey Former Chief Executive'.

Your attempted application of section 40 (5) (b) is incorrect. The legislation and guidance provided by the ICO clearly disallows the application of this subsection in cases such as these.

Following my appeal to the ICO you were instructed to respond which you finally through Mr Dearing who stated in an email:

“...I can now confirm that the Council does not hold any information relating to the complaint.  On this basis there is therefore no need for the Council to apply any exemptions under the FOIA.”

For a number of reasons it is appropriate that this response be displayed on the site.

Please either confirm that what I say is true ie that the Council does not hold any information in respect of the Alleged Campaign" or post a copy of the full response, whatever is easier for you to do.

It would also be appropriate to make absolutely clear that Mr Dearing was falsely reported to the Tribunal as the source of the statement to Worcester Co regarding the non-existent campaign. Mr Dearing has confirmed that he has no knowledge of the matter so obviously the statement made by Worcester and quoted to the Tribunal is completely untrue.
