Dear Cornwall Council,
Please provide me with a list of all individual invoices by company/organisation name, date and amount over the sum of £500.00 received & paid by Cornwall Council for the financial years 2008/09 & 2009/10. Please confirm the date the invoices were paid
Please confirm when you will comply with recommendations and guidance from the Government to publish this information on a regular basis on the Council website.

It may be worth adding charities and not for profit enterprises also Ltd companies the council have set up themselves

Dear Freedom Of Information Mail,
Would you please confirm why you have redacted information on invoices, some of which are on invoices for many thousands of pounds. People in receipt of public money, especially many tens of thousands of pounds, should not receive public money unless they and the Council are prepared to be open and transparent about it.
Are the people you have paid public money to registered for VAT? Are they sole traders? Do they pay tax, If they are running a commercial business or receiving donations from the public purse then it is not acceptable to their information to be withheld/redacted under the Data protection Act.
Presumably they have signed a contract with Cornwall Council?.
Have you changed your policy so that in the future all recipients of public money will have to be accountable & open to scrutiny to reflect the new Gov guidelines.

Thank you for your email dated 24 September 2010.
The information which has been provided to you was collated by the Council's Finance Service. They did not carry out any assessment of the data they retrieved from our financial systems with the effect that we cannot determine whether the individuals listed under "Account Name" are commercial payees or vulnerable people who are receiving payments from social care for example.
Because of this we had to remove any personal data on the disclosure in response to your request.
We will publish spend over £500 from January 2011 in line with guidance from the Local Public Data Panel, and ensure that our financial systems are able to distinguish between the types of payees so that personal information will not be disclosed inappropriately.
We hope this response is satisfactory. However should you not be satisfied with our response and wish to complain about the outcome of your review please write to:

I have asked Cornwall Council when they intend to comply with the current guidelines to publish this information for over 2 months, my local Councillor has asked them. No reply has been received. It's a shame that in a era of supposed openness and transparency this attitude of secrecy still exists in some quarters of the public services/local authorities
